Sort'a missing your point since both translations basically say, "OK, guys, I want you to come up with a plan to take ower Crimea and subsume it into Russia."
Playing word games doesn't disguise the thrust of Putin's plan, especially when he authorized (and you know it wouldn't be there if it wasn't authorized by him) a documentary that explained his "secret" takeover of Crimea.

In either translation, Putin is asking his cronies to come up with a plan to take over Crimea, so I'm not really sure what your point is other than deflection. If you have some evidence that Putin really didn't ask for a plan for a Crimea takeover - evidence that basically refutes the documentary - bring it.

First of all, I think I'd like to see the documentary instead of the BBC's interpretation of what they think the documentary might say.
Let's assume that the Crimeans voted en masse to join Russia (which they did) and Kiev cuts off banking, pensions, water, and transportation (which they did). It would be folly of Putin not to make plans to re-supply Crimea with money and utilities. Much needs to be considered.... how do you change over currencies? How do you re-establish interbank communications and regular banking? Where does the water come from? The electricity? The gas? How do you handle border issues? Which passports do you use? Do you issue new passports?
The Russians managed to bring in a water supply (not sure how) and electricity, replaced all of the hryvnia with rubles, etc etc. A lot of activity that had nothing to do with little green men.
