According to the Firefly Chinese Pinyinary (http://fireflychinese.home.att.net/), it means "Police," but it is actually the reversed, or mirror image of the actual chop. I've seen other examples of reversed Chinese writing on Firefly, so I suspect that there MIGHT have been a hidden reason for this

Could this just be an example of spelling it backwards so that you can read it when looking in a mirror?
