But imo there are things that need to be looked at and hard-line policies made AHEAD of time. For example - what's the need for continued use of force when a person is in handcuffs? Why put a person prone while they're in handcuffs? And if the person is spitting while in handcuffs, after you apply a spit hood, what's the need for continued use of force? If you imagine that somehow a person is going to flee while in handcuffs can police be issued leg restraints? And how about calling in EMTs if a person seems irrational?
I think police are trained that the person must be ABSOLUTELY STILL AND QUIET for the situation to be considered 'under control'. Because - somehow - wiggling and mouthing-off and are a threat. But that claim's never been backed by any science that I know of.
Instead of continuing the let cops do 'whatever', there needs to be actual facts and actual policies regarding any use of force.

We knew that Derek Chauvin was guilty—Floyd's murder was caught on film for the world to see. Chauvin knelt on Floyd's neck for more than nine minutes as Floyd cried out "I can't breathe," but even this was no guarantee that Chauvin would be held accountable. The American justice system is built on foundations of white supremacy and the protections the system offers cops who commit acts of violence against Black and brown people are extraordinary. Chauvin's own history in the Minneapolis Police Department proves that, as he had 18 complaints filed against him before he murdered George Floyd, but was allowed to continue on in his job because the system successfully shielded him from accountability time and time again.
It took extraordinary pressure from protesters in Minneapolis and across the country for nearly a year to earn even this small victory, and we need to recognize this as a victory for those activists—not a victory for the system. The system is still broken and we need to keep fighting to fix it.

The history of police killing children in America
According to a study by researchers at the Children’s National Hospital, Black children are six times more likely to be fatally shot by police than white children.
A study published in 2014 showed that Black children are often perceived as older than their white counterparts of the same age. The study reported that police officers “overestimated the age of Black and Latino child crime suspects. White children, on the other hand, were not subjected to such overestimations.” An officer sees a nonwhite child as a threat capable of inflicting harm which seamlessly translates to a willingness to kill them. Black and brown children are being cheated of the protection that society should offer them because officers view them as adults.
The Chicago PD has killed more young people than any other local law enforcement agency in the country. The Columbus PD is a close second.

The videos, from Sept. 4, 2017, allegedly showed Chauvin striking a Black teenager in the head so hard that the boy needed stitches, then allegedly holding the boy down with his knee for nearly 17 minutes, and allegedly ignoring complaints from the boy that he couldn't breathe.
"Those videos show a far more violent and forceful treatment of this child than Chauvin describes in his report" of the incident, one of the state prosecutors, Matthew Frank, wrote in a court filing at the time.
Now, the U.S. Justice Department may do something that state prosecutors never did: charge Chauvin for the 2017 incident.
Two months ago, federal prosecutors in Minneapolis brought witnesses before a federal grand jury to provide testimony related to the incident, the Minneapolis Star-Tribune reported at the time. And this week, a source informed of the probe told ABC News that the investigation is still underway, with the Justice Department still weighing whether to bring federal charges against Chauvin for both the 2017 incident and George Floyd's death.

So I want to get back to this for a bit. I haven't really been following this, but I recently read that the prosecution charged Chauvin with two counts of murder AND manslaughter, all for the same event. And the jury found him guilty of all three!
On the face of it, that seems ludicrous. The difference between murder and manslaughter is intention. You can't kill someone both intentionally AND unintentionally.
Just from a layperson's POV, I don't think Chauvin intended to kill anyone. He was using an approved hold. But the hold is only meant to be used while handcuffing, not on a cuffed suspect. Especially not one in distress. There are many points at which Chauvin SHOULD have taken his knee off, but he didn't. My guess is he'd done that many times b4 and so he was careless and maybe callous and grossly mishandled the situation, but death was not the intended outcome.
So I wonder what the jury was thinking, and why they convicted someone of two mutually exclusive crimes.
Or maybe they're as stupid as THUGR, TWITCHY, REAVERBOT, and SECONDRATE? Or maybe they were intimidated by the prospect of mob violence?

An appeal is happening 100%, no doubt.
But now not only can they use Maxine's and Biden*'s rhetoric during the case against the verdict, but the very nature of the verdict itself.
The question "why" will now be asked. Why did they find him guilty on two mutually exclusive charges?

He wasn’t the officer who pulled his gun and screamed profanities at an obviously frightened, non-threatening man. He didn’t place the cuffs on so tightly they cut into the wrists and slowed the blood flow to Floyd’s hands. Chauvin didn’t shove Floyd into the cramped backseat of the police cruiser, ignoring his anxiety about being trapped in such a confined space. Chauvin didn’t brutally hurl Floyd to the street. Chauvin didn’t lose his cool. He didn’t raise his voice. He remained calm, as he got on top of Floyd, jammed his knee into his throat, and pinned his body to the pavement, pressing it down, squeezing the veins and arteries shut. He didn’t allow himself to be distracted as the crowd shouted at him, as Floyd’s lungs writhed for breath, as the EMTs searched for a pulse, finding none. As he released his knee from Floyd’s lifeless body, his expression didn’t change. He remained in control.
Isn’t that the scariest part? It is for me. Derek Chauvin didn’t act on impulse. He didn’t act out of fear. He didn’t act out of anger or in response to a threat against his own life. He didn’t make a split-second decision. He didn’t let his emotions get the better of him.
Derek Chauvin was in control. That’s why the other officers didn’t intervene. He wasn’t acting out of line. He wasn’t ranting. He wasn’t verbally taunting Floyd. He wasn’t beating him. He wasn’t letting any of the chaotic circumstances get under his skin. He was steady, just keeping the pressure on, minute after minute, calmly responding to Floyd’s frantic plea that he couldn’t breathe by saying with not even the faintest edge to his voice: “Then stop talking, stop yelling. It takes heck of a lot of oxygen to talk.” That’s what cold-blooded murder looks and sounds like. It’s methodical. It’s clinical. It’s emotionally detached.
So the question is: was Derek Chauvin born this way or was this learned behavior. Was he born to kill or trained to? All of those latter-day eugenicists proclaiming the existent of a “violence” gene would do well to scrutinize his DNA profile. But in a sense it hardly matters. Derek Chauvin was the kind of police officer America wanted. One who didn’t get distracted. One who had a method and followed it. One who didn’t get ruffled. One who wasn’t impetuous or boisterous or overtly racist. One who didn’t lose his cool One stayed in control.
Now they want to wash their hands of him and his methods. Now they want to say he was a rogue cop, a rule-breaker, a bad officer, a sadist, a vigilante. They can cut him adrift, lock him up, isolate him. But they can’t wipe away the truth. Derek was one of them. He was no rookie. He had roamed the streets for 19 years. He was a known quantity. If the police didn’t create Derek Chauvin, they recruited him, rewarded his methods, admired his calm demeanor, placed him in control.
I return one more time to the fatal footage. I pause the video and scan his face, looking for something, anything that might explain how he could do what he did. But when you gaze into the eyes of Derek Chauvin, as he squeezes the last breath out of a human being under his total control, you see nothing. And that nothingness looks right back at you.

Now they want to wash their hands of him and his methods. Now they want to say he was a rogue cop, a rule-breaker, a bad officer, a sadist, a vigilante. They can cut him adrift, lock him up, isolate him. But they can’t wipe away the truth. Derek was one of them. He was no rookie. He had roamed the streets for 19 years. He was a known quantity. If the police didn’t create Derek Chauvin, they recruited him, rewarded his methods, admired his calm demeanor, placed him in control.
I return one more time to the fatal footage. I pause the video and scan his face, looking for something, anything that might explain how he could do what he did. But when you gaze into the eyes of Derek Chauvin, as he squeezes the last breath out of a human being under his total control, you see nothing. And that nothingness looks right back at you.

Just from a layperson's POV, I don't think Chauvin intended to kill anyone. He was using an approved hold. But the hold is only meant to be used while handcuffing, not on a cuffed suspect. Especially not one in distress. There are many points at which Chauvin SHOULD have taken his knee off, but he didn't. My guess is he'd done that many times b4 and so he was careless and maybe callous and grossly mishandled the situation, but death was not the intended outcome.
So I wonder what the jury was thinking, and why they convicted someone of two mutually exclusive crimes.
Or maybe they're as stupid as THUGR, TWITCHY, REAVERBOT, and SECONDRATE? Or maybe they were intimidated by the prospect of mob violence?

Given how vague it seems 'use of force' policies are, though, I think Chauvin acted within policy.
I ALSO think that there's an assumption that for a person to be deemed 'complaint', they need to not be speaking, or moving, AT ALL. And that seemed to be what Cauvin was acting out of, which I think a LOT of cops act out of. I can see how - if a person is unrestrained - one might be concerned that any movement might be them reaching for a weapon. But AFTER they're in cuffs? I truly think there are just too many assumptions in the whole 'use of force' topic, and another one of them is 'compliance'.

So, for example, road rage. Some guy cuts you off dangerously, you see red, force him off to the side of the road, grab a tire iron and fully intend to beat him to death.

I know different states have different statutory definitions of murder, but by and large (I looked up the diff between murder and manslaughter) murder is intentional, further subdivided between premeditated and not, and manslaughter is unintentional.

So unless Minnesota's laws are very strange, you can't be convicted of murder of of 1st or 2nd degree, and manslaughter at the same time. (Minnesota is one of a few states that recognizes third degree murder, which usually means murder in the commission of a felony crime.)
There is probably a problem with "use of force" in policing. Some forces, and some cops, require complete and total submission. Doesn't work when dealing with someone high, crazy, sick, or intellectually impaired.
To get back to Chauvin: in order to convict of murder, you have to believe that he intended to kill Floyd. And then you need to drop the manslaughter charge, bc the two are mutually exclusive.

What to Know About the Charges Against Derek Chauvin

Former Minneapolis police officer Derek Chauvin faced three charges in his trial: murder in the second degree while committing a felony, third-degree murder and second-degree manslaughter.
The charges require the jury to conclude that Mr. Chauvin caused Mr. Floyd’s death, even if unintentionally, meaning that his prolonged kneeling on Mr. Floyd’s neck and back was at least a “substantial causal factor” in his death, though not necessarily the only factor. All the charges require proof that the force used to restrain Mr. Floyd was unreasonable.
The most serious charge against Mr. Chauvin is second-degree unintentional murder. Also known as felony murder, the charge requires proof that Mr. Chauvin killed Mr. Floyd while committing a felony, specifically third-degree assault. That means the jury would have to conclude that not only did Mr. Chauvin cause Mr. Floyd’s death, but at the time he was killing him, Mr. Chauvin was assaulting or attempting to assault him by intentionally applying unlawful and nonconsensual force that resulted in substantial bodily harm.
Third-degree murder requires proof that Mr. Chauvin caused Mr. Floyd’s death by “perpetrating an act eminently dangerous to others and evincing a depraved mind, without regard for human life,” according to the Minnesota statute. Third-degree murder is typically applied to more indiscriminate killings, such as spraying bullets into a crowd. A pending legal dispute in Minnesota over how to interpret the language in the third-degree murder statute makes that charge more vulnerable to an appeal, according to legal experts.
The jury also has the option of convicting Mr. Chauvin of second-degree manslaughter, the lesser charge of the three. For that offense, the jury would need to conclude that Mr. Floyd died as a result of Mr. Chauvin’s culpable negligence or recklessness. It’s the same charge leveled against the former police officer who fatally shot 20-year-old Daunte Wright.

When I tell Trumptard stories, I'm not a visitor or tourist in Trumptard country who is looking at the surface of things and then writing a libtard's viewpoint for The New Yorker. An interview with the prosecutor Keith Ellison convinces me that if he had been white he would have chosen to NOT prosecute Derek Chauvin. It is a suspicion or a counterfactual that will only become a fact if an appellate court throws out the conviction and the next trial of Chauvin is handled by a white prosecutor who decides there is not enough reason to bring the case to trial. To make it clear, Chauvin is guilty as hell in my opinion and Chauvin should have given testimony by having a knee placed on his neck for 9 minutes to see if Chauvin survives. If he dies, he was guilty the first time he was convicted.

Anonymous juries continue to be rare, accounting for only about a dozen a year out of more than 100,000 jury trials nationally.
In a 1998 paper called “The Effects of Juror Anonymity on Jury Verdicts,” psychologists Lynn Hazelwood and John Brigham created an experiment with students that found a higher rate of conviction (70%) with anonymous juries when compared with named juries (40%). Anonymous juries in the experiment also “imposed the harshest punishment (expulsion) significantly more often than non-anonymous juries.”
In a 2018 paper titled “A Jury of Your (Redacted): The Rise and Implications of Anonymous Juries,” Cornell Law School student Leonardo Mangat argues that while “not without its benefits, anonymous juries raise questions regarding a defendant’s presumption of innocence” and the public’s right to an open trial. Mangat is now a clerk with the California Supreme Court.
Valerie Hans, professor of law at Cornell in Ithaca, New York, and Mangat’s former teacher, said there is another potential bias implicit in granting juror anonymity.
“You don’t necessarily always want to convey to a jury that the defendant is so dangerous that you need protection,” she said.
