The problem w/ Chrissy, as with most proggies, is that he can't possibly conceive anyone actually doing stuff like that, so reports of it happening are clearly open to ridicule. Disregarding the map I posted above, where some Muslim controlled countries where FGM is the law have 90% compliance or more, some just have 70%, it's so beyond Chrissy's ability to comprehend that such evil still does exist, outside of the GOP, he simply will not accept it. It's not hard to imagine that the higher ups of ISIS , if asked, would be in full favor of such a new law, but understand the list of priorities they face in trying to set up a new Islamic caliphate. So it may not be a day 1 or even a year 1 thing on their ' to do ' list.

They don't seem like the 10 hour types. Even gang raping for what, a few minutes for every male relative, the whole thing is done in an hour, and that is likely after they invite every male in the village/tribe to take a turn - but those guys are already spent from their own daughters and sisters. I don't see where 10 hours is even close, except that they might not have enough knives or rusty blades to do every single female at the same time, they might need to schedule a rotation of using the blades. That way, they could also extend the gang raping for a few days - but if all the guys are spent and sleeping, might be a good time to attack, or for the females to exact retaliation.
But hey, maybe Obamination is planning a relief effort to provide supplies of new sharp knifes and scalpels to help out.
