Titanic used fictional science (because it was cheaper), much like if a film today showed how the sun revolves around the Earth, and how the entire Universe revolves around the Earth as well. We consider this fiction because this "Science" was disproven centuries ago (although the Vatican only admitted it a year or so ago).
Titanic was the first film about that ship and event which could have accurately portrayed how the unsinkable ship sank, because the wreck had been dove on and the cause verified. The most notable, and first, person to accurately describe how it sank was in testimony at the Maritime Inquest following the sinking, the Chief Engineer of the shipyard that built her (I think at Glasgow). I count it as Sci Fi.

By that measure, any film ever that wasn't a documentary is science fiction - because they ALL take liberties with something.
