I think they're basically counting the "rebels" as "civilians" so they can move those deaths from one column to another. The info coming out of Syria is entirely suspect, whether from HRW and Amnesty, or from the Syrian HRO (one guy based in London) or from the government of Syria. I'll get to HRW and Amnesty and their deficiencies later, maybe. You should be more skeptical about all of your sources.
