Hmm, technically the Scottish Lion Rampant flag is the royal standard for Scottish kings, which is the royal family of England now. Waving that flag is like declaring loyalty to the British crown, though over in Britian, only a few government higher ups can display it anymore.
A more rebellious tactic would be just to wear clan regalia. The bagpipes, the tartans, all of those were outlawed in 1747 for a time, after the British Government struck down the Jacobite rebellion, and wanted to discourage highlander culture and clan association. The law lasted about forty years, then was repealed, but wearing clan regalia has always symbolized loyalty to the CLAN over everything else.
I like your idea though, because it would be hilarious and surreal.

With some exceptions that is my position. Good exceptions would be a museum, national historical park, or a cemetary. Or perhaps some officially sponsored reenactment event (like a parade that features reenactors from both sides or one of those reenactment campgrounds).
Lets face it, folks from the South who want to commemorate the sacrifices of the South in the Civil War have every right. For example, if I was a Virginian and I had a son I'd take him to Gettysburg and say slavery is wrong, but 'men died here for Virginia'. I would want him to appreciate the tragedy of dying for both the right and the wrong cause and their ultimate triumph in that their sacrifice made us the country we are today. Course I live in Ohio and I'd take my kids to see the Browns in Cleveland to teach the whole 'lost cause' lesson.

It is NOT WILD. It is a local story of no interest to a wider audience beyond the local police and the Coast Guard. What next happened to the boat on the beach? Was the boat stolen from a local marina? Is the boat owned by somebody making extra money for ferrying people to shore from a large ship? Only the police and Coast Guard care enough to find out.
