However, I DID find a video on Youtube which shows the moment of killing. It appears that Jay Bishop was walking away from some men, and there appears to have been no altercation or commotion immediately beforehand.
So I will continue to gather evidence.

Same video of the shooting in which Jay Bishop appears to be walking by/away from the shooter, but with audio.
I advanced the first minute frame-by-frame many times. Jay Bishop and the shooter never appeared to face each other or even get within 8 ft. Jay Bishop was walking down the street, away from the videographer, and the shooter was walking diagonally behind Jay from left to right, across the path where Jay had just walked, and appeared to have shot without provocation.
