The Constitution contains just a handful of lines discussing impeachment. But in those scant words, it gives the House and its leaders wide latitude to decide how to handle it.

Here’s what the Constitution says about the House’s role: “The House of Representatives shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment.” Likewise, the Constitution gives the Senate the “sole” power to try all impeachments, saying, “no person shall be convicted without the Concurrence of two-thirds of the Members present.”

But beyond those lines, there isn’t much more information spelling out exactly how the process should work — which gives the House free rein to decide how things can go, including whether to launch the inquiry with a full floor vote or not.

Maybe Trump should take this to the Supreme Court? Complain that a President can't be impeached until the President agrees to be impeached.

Legally, precedent is important where the law is silent.

For one thing, there is the matter of the tapes. Equivalent to Nixon's tapes are Trump's tax returns. The public outrage when Trump's tax cheating is known will make a difference that sweeps away all of Trump's stonewalling. I expect Trump's tax returns to be decided by the Supreme Court just as the Court decided about Nixon's tapes.

1kiki, you are mixing impeachment of judges with impeachment of Presidents. Even though both are called "impeachment", one is well established procedure and the other is not, mostly because there are thousands of judges at any time, but only one President.

As Capitol Hill Drafts Sanctions on Turkey, Trump Shrugs at Kurds

Sen. Lindsey Graham (R-S.C.), who spent the week engaging in a lengthy Twitter tirade against the president’s decision, ratcheted up his rhetoric on Wednesday morning against Turkey and the administration.

“Pray for our Kurdish allies who have been shamelessly abandoned by the Trump Administration. This move ensures the reemergence of ISIS,” Graham tweeted on Wednesday. “Will lead effort in Congress to make Erdogan pay a heavy price.”
By Wednesday afternoon, Graham announced legislation with Sen. Chris Van Hollen (D-MD) that would impose aggressive new sanctions on Turkey.

The bill would sanction the U.S. assets of top Turkish leaders, including President Recep Tayyep Erdogan; it also would punish any foreign individual or entity who sells weapons or provides military aid to Turkey, or supports the country’s domestic energy industry.
