He didn't clear anybody of anything.
According to Andrea Mitchell, he said he's "unaware of any Ukrainian law broken by either Biden". Even if this is true, there is no video or audio footage provided. If this was ever asked of him, he didn't say it in this interview, so that's hearsay unless you have another video that shows it. Also, even if this were true, nobody really gives a shit about Ukrainian law as it pertains to Biden or his son either.
The video they show, after what can only be presumed to be a straight up lie by Mitchell unless said video is provided, is just a few questions asking how many times he talked to Giuliani or his people.

1. The Lutsenko retractions.
Trump claims that he pressed Ukraine for the investigations because he sincerely believed — and believes today — that Ukraine had information implicating Biden and other U.S. Democrats in conspiracies. But Trump escalated these allegations even as Yuri Lutsenko, the Ukrainian prosecutor on whose statements the president relied, was admitting that they were false. In April, Lutsenko, who is seen as corrupt by many Ukrainians, retracted his claim that the Obama administration had ordered him not to investigate a list of possible suspects. Despite this, a week later, Trump hyped Lutsenko’s work as “big stuff” that could expose a Democratic plot. In May, Lutsenko retracted additional allegations: that he had evidence of misconduct by Biden or his son and that the family was under investigation. Again, a few days later, Trump repeated the allegations. He wanted dirt on Biden, regardless of whether it was true.
7. The release of other money.
Trump attributes the aid suspension in part to his longtime gripe that the United States gives too much foreign aid and Europe gives too little. But that story doesn’t fit the record. On Aug. 22, the administration gave up on its push for across-the-board cuts in foreign aid. A week later, it was still blocking the Ukraine money. “Pentagon officials tried to make a case to the White House that the Ukraine aid was effective and should not be looked at in the same manner as other aid,” says the New York Times. “But when those arguments were ignored, and when the other aid was allowed to move forward, the Pentagon officials began to wonder” why the money for Ukraine was being blocked.

It is pretty typical for Trump to lie about his motivation, his methods, his goals. He did lie about this Ukrainian thing of his and he did it all this week in order to hide his unethical behavior of using Federal money to get Ukraine to help him win his next election. Trump needs to send his own money, not Federal money, to Ukraine and buy a few of their politicians.

Well believe it or not, according to The New York Times this brave, noble whistleblower who the mainstream media are currently championing is an officer for the Central Intelligence Agency.
So there you have it. A mysterious stranger from the lying, torturing, propagandizing, drug trafficking, assassinating, coup-staging, warmongering, psychopathic CIA was working in the White House, heroically provided the political/media class with politically powerful information out of the goodness of his heart, and then vanished off into the Langley sunset. Clearly there is nothing suspicious about this story at all.
In all seriousness, even to call this spook a “whistleblower” is ridiculous on its face. You don’t get to call someone from the US intelligence community a whistleblower unless they are actually whistleblowing on the US intelligence community. That’s not a thing. A CIA officer who exposes information about government officials is an operative performing an operation unless proven otherwise, because that’s what the CIA does; it liberally leaks information wherever it’s convenient for CIA agendas while withholding all other information behind a veil of government secrecy.
