The difference is WHO says it. 2 different people can say the exact same thing and it can have 2 different meanings. If Trump says, "I love the Dreamers," and then anyone else with a heart or soul says it, it's not the same.
It can also be dependent on who you say it to. You've a recent history of threatening people here, so it's easy to see the obvious, barely veiled threat. It's right there. If you don't want to be judged like that then don't say sh*t like that.
