If Obama wanted to kill fewer people? The GOP wanted more civilians dead, and fought Obama every step against killing less. If he had tried to completely shutdown the stupidest wars in history, the GOP would ignite a political firestorm that would burn forever. All Obama's GOP Generals would eventually be voting for Trump. Did you notice how many delighted Generals were placed on Trump's staff? Trump is working toward justifying an invasion of Iran, as Bush worked for invading Iraq.

Democratic Citizens And The Populist Ideal Of Democracy

The assumptions underlying the folk theory of democracy are very stringent. Can ordinary people, busy with their lives and with no firsthand experience of policy-making or public administration, do what the theory expects them to do? Can they formulate policy preferences, assess where candidates stand on the issues, set aside cognitive biases and group prejudices, and then choose a candidate who embodies an uplifting version of their own policy views? Can human nature meet those demands?

As we showed in chapter 2, the answer is that real people are not much like the citizens imagined by the folk theory. Numerous studies have demonstrated that most residents of democratic countries have little interest in politics and do not follow news of public affairs beyond browsing the headlines. They do not know the details of even salient policy debates, they do not have a firm understanding of what the political parties stand for, and they often vote for parties whose long-standing issue positions are at odds with their own. Mostly, they identify with ethnic, racial, occupational, religious, or other sorts of groups, and often—whether through group ties or hereditary loyalties—with a political party. Even the more attentive citizens mostly adopt the policy positions of the parties as their own: they are mirrors of the parties, not masters. For most citizens most of the time, party and group loyalties are the primary drivers of vote choices.

Thus, the folk theory of democracy fails.

Remember the statistic that the USA spends more on the military than the next 9 countries put together? The Pentagon is familiar with that statistic. They MUST kill to keep justifying their budget. The GOP wants them to kill. The majority of voters, D and R, want them to kill. That’s why there are Mission Impossible movies, SEAL Team TV show, and Firefly. Do you think Obama was going to tell his voters that the Pentagon is a waste of money? Who but them and the CIA will do the killing the voters feel is necessary?

If the majority of voters stopped believing that the Pentagon and the CIA are solving problems by killing civilians, the killing would stop. But the majority of voters are extremely credulous about the effectiveness of military force. (Anybody here remember the Vietnam War?) It would be a real relief for a guy like Obama if he did not have to murder to please the masses. But the voters watched too much Firefly with Mal killing somebody almost every week. They expect their Presidents to do the same almost every week to make the voters feel safe from terrorists, Communists, drug traffickers, whatever.

If the majority of American voters weren't angry cowards happy to watch people die for their entertainment, American politicians could behave better. I don't think the majority of voters can even imagine the connection between who they are and what the Pentagon and CIA do. I saw it after 9/11. Bush was going to kill a million women and children in Iraq and Afghanistan to please the American voters. Bush and Cheney's cynicism about American voters worked, too! They got re-elected in a landslide. Democrats recognize that most American voters are completely indifferent to foreign civilians killed by the Pentagon and CIA. And don't care about torture, either. For Democrats to strongly resist what the GOP does during war will only cause more voters to switch over to voting Republican.
