Brennan, the agency’s director, had apologized to Ms. Feinstein and the committee’s ranking Republican, Senator Saxby Chambliss of Georgia, and would set up an internal accountability board to review the issue. The statement said that the board, which will be led by a former Democratic senator, Evan Bayh of Indiana, could recommend “potential disciplinary measures” and “steps to address systemic issues.”

Two dozen partner agencies comprise the unit, including the FBI, CIA, NSA, Internal Revenue Service and the Department of Homeland Security. It was created in 1994 to combat Latin American drug cartels and has grown from several dozen employees to several hundred.

So, to apply this to the current situation: The "investigation" by a group of disinterested third-party techies into the "pinging" of Trump Tower server by Alfa Bank (Russia) might not have begun with some random curiosity into a detail so fine it would be overlooked by .... everybody ... but by a tipoff by the NSA/ CIA. The information thus leaked would cause this group to create a plausible story as to why they looked into this "to begin with", and then re-create the same information by another pathway.
FWIW, I thought their story sounded implausible.

So, the point about stealing the laptop: Of course, all intelligence agencies have access to Secret Service information. But now that that information has been let loose "into the wild" then ANYone can be accused of assassinating Trump or killing his family members. It creates "plausible deniability" which both Trump and his advisors would recognize. Even the theft itself is plausibly deniable.
What's interesting is the role of the Secret Service officer herself from whom the laptop was stolen. Either it was incredible carelessness on her part: leaving the car unlocked in her driveway with the laptop inside - in which case she becomes the "fall guy", or gal - or the locked car was expertly hacked. I doubt we'll ever read the details.

The leak of the existence of a "transcript" of Flynn talking with Russian Ambassador was intended to smear Flynn specifically and the Trump administration generally with BUT RUSSIA!
The Senate committee which is looking into this is turning the tables on those deep-state actors who released this information, and is investigating their illegal activities as well.

I have been posting for quite some time now that some of Hillary's State Department activities- upending Ukraine and destroying Libya and the false flag chemical attack in Ghouta - came as a surprise to Obama. That there was CIA-aided gun-running through Benghazi that Obama knew nothing about. That there is a war going on between different intelligence agencies ... as exemplified by the letter of protest from 50 DIA analysts about having their analyses of the Syria strategy turned into "happy news", only to be answered by a letter of protest from 50 State Department (i.e. CIA) employees who wanted a more "kinetic" approach to Syria.
I have pointed out, time and time again, that the USA is no longer a democracy, but that in matters of importance where the oligarchs and the people part ways, the oligarchs get their way. And have cited the paper many times as evidence.
I have even mentioned CHRISISALL's comment more than once- which has stuck with me for years - that the reason why Obama was such a foreign-policy weenie was because he got a threat written on a napkin early on ... something about "think of your family".
WE have been talking about the deep state for years. I guess you're just late to the party.
