I did answer the question, I said "not the government". We can have a more in depth discussion of free media vs state media (deserves a thread of its own really), but first we should acknowledge that you've completely moved away from your argument about Western governments propagandising their populations and, it would seem, conceded the point.
Unless you're going to argue that Western media is actually state-controlled?
