Well yes, of course!

The reason why Pakistan and not other nations is bc Pakistan managed to oust it's highly popular, independent-minded, uncorrupted Prime Minister Imran Khan, and replace him with a USA bootlicker who will let USA operate drones from Pakistan and do anything the "we" want re: Russia.
The current admin is gasping for support, and the USA wants to funnel $ that way to prop up that admin (and probably pay off a few key people).
Has NOTHING to do with drought... or floods... or climate change. It's just blatant political payoff.
Kind of like the latest legislation.

If Pakistan simply threatened to nuke the US over CO2, that might be sufficient motivation for the Republicans in Congress to pay for taking CO2 out of the atmosphere, but probably the Republicans would prefer to nuke Pakistan as a cheaper solution. Remember, Trump said "Climate Change is a Chinese Hoax!" [2] It follows that Pakistan is unfairly blaming the US for climate change and floods. [3]

If the USA elite were REALLY worried about enemy - or even frenemy- nuclear warheads, we would be hemorrhaging money into Russia, China, N Korea, India and maybe even Iran (we;re already hemorrhaging money into Israel), and signing (and abiding with) every nuclear control treaty we could manage to wrangle out of every one of them.
