I hope you can read German, I know just enough (back from University chemistry days, when we were required to learn either German or Russian to read chemistry research abstracts; the biggest journal at the time was Beilstein) to piece this together. I'll see if I can find the English version.

Here is the a story regarding it in english. It states the CIA and FBI are helping but from Kiev, as Rappy said.
It is funny that SIGNYM will believe the CIA and FBI are doing more, but not that Russian forces are helping and agitating the militants in the east.
