There is no circumstances or context for this "joke." It lacks wit, insight, and wry observation. Though the fact that you are criticizing "people who have normally developed minds who then choose to engage in such a "retarded" manner," and "are very much deserving of such ridicule" shows a lack of self-knowledge that is actually laughable.
Chap, let me ask you a question: Do you enjoy mocking the mentally unstable? Why else would you have that tagline under your username? "Dear Diary, today I was pompous and my sister was crazy"
You DO realize that there are people here who have been institutionalized, and some that are currently insane, suffer from psychotic delusions, and a few who are admittedly bipolar, right? So are you mocking them with your words?

Storymark, As A special ED teacher I'm sure you understand that humour is a big part of managing for people with isms (so-called disabilities etc). But you must also have become aware of the general population's difficulty in understanding the need for humour and on occasion freedom of expression. I Find changing the terminology useful. E.g. Instead of saying retarded I sometimes use "intellectually undernourished" or socially devolved" etc. people like you and I know what retarded really means. but unfortunately it is a word that is so frequently misused that it has come to be stigmatised as an abusive and offensive term for the general population. I am not trying to annoy anyone by saying this, but as someone with a so called disabilty who frequently deals with said factor by effectively "taking the piss" (I.e. Humorising) I have learned to be creative to avoid the potential to offend.

Of course, that kind of takes the vinegar out of your anger at StoryMark, since his image is a widely-known image from the web. Been around for years. He didn't make it up.
I'm just pointing out that you're angry about somebody doing something that, when you do the exact same thing, you can't see why anyone would have a problem with.

I was aware of the point you were trying to make, I just don't agree.
Calling River crazy and referring to a Down's Syndrome child as a retard doesn't seem in any way equilvilant. If you had a slogan featuring a "crazy scitzo bitch" and a picture of an real person with a mental illness undergoing shock therapy, that would be about the same. And it would be equally vulgar.
The "it has been floating around the Internet/he didn't make it" defense is irrelevant. Plenty of nasty things have been floating around the Internet for years, but if you post it in defense of your argument on a discussion board, you can and should be called on it if it is offensive.
