We have a similar scam, er, idea here in Knoxville TN, "to deliver pets for adoption". As if every town don't already have overflowing shelters. Probably delivers pets to slaughter at animal testing labs (billionaire Senator Bill Frist MD). Or runnin dope. Or just a tax-exempt foundation to fly his airplane for free.
