Thing is, Clinton DID try to take out bin Laden, and targetted Al Qaeda - and got zero support from the Republican Congress for doing so. He ultimately failed to take them out, but he failed no more than Bush, and his failure cost us one hell of a lot fewer American deaths than did Bush's failures.
