As I said, they were planning to use it on US from the very start.

Just because PN goes about expressing it in such a tabloid fashion, doesn't mean he ain't workin from actual facts to begin with, despite his taking it to wacky extremes - and part of THAT is cover, cause if too many folk did take it seriously, he'd wind up like Gary Webb inside of a week.
