Actually soap on a rope is quite commonly used by the army to enforce conformity by singling out someone who's not a subservient "team player" and punishing the whole platoon for it, thus encouraging some rough justice.
They toss a blanket over em and beat em for a while with soap on a rope or a bars of ivory soap in the end of a tube socks cause it hurts like hell and doesn't leave readily identifiable marks - this is referred to as a blanket party, and is one of the first things "taught" to soldiers in basic, which makes anyone with half a brain wonder why anyone is shocked that our troops resort to torture like a duck to water, yanno ?
Of course, that doesn't work on someone who's expecting that shit and slides to the floor in between the bed and the wall, coming up *behind* the cowardly little shits staring at the empty bed wondering WTF with his own bar of ivory in a sock... rough justice indeed.
