I suspect the father is talking like he does in a - probably vain - attempt to avoid a whole shit-load of guilt coming down inside his head. He'll have to live with this the rest of his life, and probably with some sort of justly applied legal reprecussions.

I'm wondering just what kind of legal case anyone is going to have regarding this incident. There was a certified range safety officer present, as required, there was parental consent, as required, and I've no doubt that everyone handling the weapons had to sign a waiver in advance, as is standard practice to guard the range and its people against liability.
What probably WILL happen will be that a minimum age will be demanded at such events in the future, but that doesn't become retroactive to before this event happened. Or such events will be banned outright. As with most tragedies, the laws get changed BECAUSE there was an accident, not BEFORE there was one.
But I agree, Geezer - that kid's father, whether he shows it on TV or not, is in fact in hell right now. I wouldn't be a bit surprised if he shoots himself within the year.
