We do have a coupla things folk could mistake for a UFO, not the least of which is the Aurora project, which is supposedly secret in spite of the fact that everyone seems to know about it, lol.

At one time we had a joint venture test program for a saucer type VTOL aircraft with the canadians, that was freakin hilarious cause it really WAS a flyin saucer, and drove the bluebook guys absolutely batshit with so many sightings.

As for faking an alien "threat", it's not like anyone would put that past the powers that be, but I think folk have been so desensitised to that kind of fear, and that particular threat, that it would not be functionally effective.
