While what you say is true, it is not as clear cut as you would make it. The numbers you site are from two totally different types of polls. The 80% number is from a right track wrong track poll, while the other is an approval rating poll. In the approval poll people simply rate the performance of the individual with nothing for context or comparison. Obviously some will blame whoever is in the Presidency for an economic down turn, and the other 40% are democrats doing what you would expect in an election year. If you look more closely at the poll that the 80% number comes from you will see that only a small percentage of people think the President is responsible for the US being on the wrong track. Most blame government in general, personal behavior and declining moral values. This poll says a lot more about where the country is going as a society and has little to do with the President. I'm as guilty as anyone of misusing poll numbers, but Bush is more of a victim of events than most Presidents have been, and his poll numbers reflect it.
