A place called Salt City would be, and IS in Jiangsu province ( http://en.wikipedia.org/wiki/Yancheng):

盐城市 Yancheng-shi

Informally, you can leave off the 市 -shi suffix they put on all city names (Beijing-shi vs. Beijing).

Salt is 盐 yan; table salt is 食盐 shiyan ("food/eating" salt). The word "city" is 城市 chengshi.
