The cosmonauts= cheap pencil, NASA= expensive pen story is an urban legend. Both NASA and the USSR used pencils in their early missions. Neither country funded development of the pen, both space programs bought and used the pen once Fisher developed it.

Modern Firearms don't require outside O2 to burn and hence fire. All the oxygen they need is in the propellant. Consider how tightly packed modern ammuntion is. There is no way for atmospheric O2 to be available in large enough quantities for the explosion to occur.
