You just answered your own question.

They were an "interesting" (I stop just short of saying "good") idea, but they were handled badly by the writers. Hey, what else is new for S7, right?

There were too many of them, for one thing, and I'm not even talking about the house overflowing with about 40 of them by the final episode. The "core" group was really just five--Kennedy, Rona, Vi, Molly, and Amanda--but even that was too many new characters to just drop in all at once. Not only did they take screen-time away from the regular characters, the ones we tuned in to see, but they took screen-time away from each other, and we didn't get to know them as well as we could've if there'd only been, say, two or three.
And their characters weren't developed like they should've been, deeply enough to make us invested in any of them, but again, that's totally endemic of S7, because none of the characters were developed anywhere near as deeply as in seasons past. If the quality of writing had been as good in S7 as in, say, S2 or 3, the potentials probably would've had more depth to them, and people would've liked them better...

I would actually argue that Spike was developed more: he had just gotten his soul and we didn't know what that meant, but we also got to find out about his Mother's death ...
I would also say that Dawn was developed a lot more, when she thought she was going to be a slayer, and then understood she wasn't going to be,
when she insisted on fulfilling the promise (Buffy made at the end of Season 6) in becoming more involved, and not being forced to sit on the sidelines.
We got to learn more about Anya's past (one of the best episodes in S7)
I feel that people who hated season 7 were watching it with some heavy prejudice because they weren't getting to see what they wanted to see, but if you watch with an open mind: to see what Joss is trying to show you, then you'll find that there is a lot there!
