A question about Watchers

I'm pretty new to the Buffyverse, having only seen the first two seasons and 8 episodes into the third so far. But I was wondering.....if there's only suppose to be one slayer at a time, why are there so many watchers? Apperently there's an entire coucil and a watcher's retreat and what not. Anyone know why this is? Perhaps the answer is obvious and I just missed it, but I thought I'd ask anyway. :)

y'know, i've wondered that myself... all i can come up with is that since there are lots of potentials, each potential gets a watcher early on, in case they get chosen. that still seems off, though; and besides, didn't buffy not get giles until she was chosen?

They train the potential slayers, you'll remember that Kendra had been trained since she was very young, long before she was activated as a slayer when Buffy died the first time.
Buffy just hadn't had a watcher before she became the slayer because she was one of the hundreds, possibly thousands of potentials that hadn't been tracked down yet.
I would imagine they also perform other tasks, perhaps research among other things.

Does anyone remember the Watchers from Highlander? I think that the Council takes on a similar function, in that they observe supernatural events, but do not engage them. Which would help to explain the excess number. Plus, it wouldn't make much sense to have only one, given that Watchers are in danger as much as the Slayers are. There would need to be replacements handy.

Based on what what said in the Season 5 Angel Episode Lineage regarding a Team of Watchers trying to stop Spike back in the 1960's Watchers don't in fact just watch they're apparently more proactive than that on occasion.
They've also got that (admittedly pretty incompetant) "Special Operations" team that crops up occasionally.
