And in the context of the verse as presented via Firefly/Serenity - that's not necessarily a bad thing.
Terrorism is a tactic, not a country, not a force of people, but merely a tactic - and folks who use it are, well, terrorists.
Hell, the Boston Tea Party was an act of terrorism, to be absolutely blunt about it.
Chasing your little sister with a large plastic spider to make her stay out of your room is 'terrorism' by the book, for cryin out loud.
That's why one finds this whole GWOT thing ludicrous, it's like declaring war on fog, just plain silly.
In effect, we're all terrorists.

Was it the National War on Terror after Okla. City. This was just as disturbing for me when this happened. (far less people died, I know) I didn't get a color coded terror alert after that though.
