Contenders include:
Buffy: Very little like it on television, before or since! Whedon brings to the speculative genre on TV a basic humanity that for some reason is commonly missing- the stilted performances of Gerry Anderson's Space 1999, the cheesy original Battlestar posse, the rather odd acting in the original Star Trek and the rather dull Stargate SG1/Atlantis crews. Why IS that?
Angel: Like some kind of Buffy +! Darker and less, dare I say, cheesy than its mother show, it also had a gobsmacking sense of humour. Though the plotting went down some very wierd and occasionally irritating avenues (Connor, demon Cordy) nothing could make me turn off such snappy writing, and fleshed out, truly lovable characters.
Dark Angel: I was a bit of a fantasy fascist when this came out first; sci-fi wasn't really my scene at the time! Fortunately, Jessica Alba's face proved to have a hypnotic effect, and while I was held in a trance I noticed the programme was actually pretty good. Of course, the most notable aspect of the show is its shift in tone from gritty future vision, to a simpler but also fun freak-of-the-week format, but that forms part of its appeal for me!
But overall I'd have to go for:
Doctor Who:As a small child, this was unspeakably compelling. The mysterious and ever changing figure of the Doctor gambols through time and space, flipping the bird to authority and duking the fecal matter out of all manner of alien beasts, made all the more frightening by their garish and often cheap loking appearances. Time passed, and I forgot the Good Doctor, until the BBC finally recommissioned it with a far bigger budget. From the first sight of the trailer, all the old feelings came flooding back, and I am a fan again! The new series is witty, hugely exciting and as inventive as ever it was, and most importantly, its getting legions of young fans too!
Possible future contenders:
New Battlestar Galactica: So little to do with the original they might as well have started a new franchise with this fully immersive and adult space drama.
Lost: The definition of a slow burner, but the characters are so diverse and the situations so gloriously offbeat and insidiously creepy that it could be on every week until the end of time and not get old as far as I'm concerned!

In the US it's called Good Neighbors. And I agree, it's up there. I can watch it over and over again. (Plus, a crush on Felicity Kendall never hurts.)
As to cop shows/ procedurals, I would add DaVinci's Inquest. It's a Canadian show that is terrific!!!
