I'd get Saffron on board full time. So many little clues as to the bigger picture in just two episodes; you thought Book was mysterious?
It's a pet dream of mine that she'd "do a Spike" (James Marsters originally signed on for two episodes of Buffy I hear) and become a prominent figure on the show.

I'd like to see Peter Wingfield on Serenity. Preferably in the pilots seat. Someone serious, straightforward and competent. Someone who, when Mal or Jayne pulls one of their practical jokes can be the serious one to say, "All right. Ha. Ha. Look, I'm flying here. Go be crazy elsewhere."
Someone who, perhaps, River can identify with as she doesn't anyone else onboard?
I disagree about bringing in "Wash's baby sister" or Jayne's sibling. We already have one sibling dynamic on board. Don't clutter it.

I think they should have someone that acts alot like Wash on the outside that everyone is kinda seeing as a replacement for Wash but is actually trying to capture River. Almost the evil twin thing but without the goatee.

Wash is coming back, I'm not crazed fan girl here, he's coming back, probably Book, and maybe even Mr Universe, cause he's just too useful a character. No supernatural shenanigans, and I'm just hoping that the full implications of their return are explored properly, but they are returning.
If you think about it, Joss already laid the groundwork for their plausible ('verse-ly speaking) return in the series.
As for new characters, what i'd really love to see is a member of the opposition, or rather former member, someone who knew about Miranda and the pax, or close to someone who did, who for various reasons didn't act then but wants to now - wants to help, but cant be completely honest with the crew, 'cause lets face it Mal alone would shoot them dead the instant it was revealed.
I'd love it to be a woman as well, a softer character, sort of maternal, not necessarily spiritual but some one who the crew come to see as a support, so that this interesting contrast, on one hand, true horrors and wrong doings - guilt in past, and a network of lies, and on the other, built up trust and an extra bond in the 'family'.
Plus if she could prove a spanner in the works between Inara and Mal that would keep that tension simmering away, and stop the Lois&Clark effect.
I would go on, but one day i'm going to get my arse into gear and write it all up as a story, and writing it down means it becomes less flexible, so...

Badger crosses the wrong people and they're out to kill him. He has to get off Persephone in a hurry and Serenity is sitting right there- he ducks on board, crawls into a hidey-hole.
River knows he's there, but can't get the words to come out right, of course. Mal's trying to take off and she's tugging on his arm, saying "Furry animals out of their cages." or something.
Then, of course, they get chased by...oh, Alliance, Reavers, Niska, something like that - Badger gets found, but his shady dealings with the underworld of the 'verse get them out of trouble. He's got nowhere to go, nothin' to do... so... Mal needs a money-man, right?
Or else- Jayne throws Badger out of the airlock as soon as they escape danger and then - no more Badger.
(Sorry, Mark. Don't believe for a second we'd actually let Jayne throw Badger out the airlock.)
