Leave it to our government to invent something like Agent Buzz (whatta name) which is supposed to render the enemy useless, but actually it makes them MORE effective and they end up using it on themselves.

No, not more effective on BZ. just hyper agressive. As likely to attack their own side as anyone else. Also, less able to fight efectively.
There were other drugs mentioned in the article that would have various effects that might be helpfull to a suicide fighter that may have been confusing.

This isn’t the 1st time the US Military has gone up against enemies on drugs. During Somalia enemy fighters would take this stuff called Khat (I think that’s how its spelled) that would make them very hard to take down. In the words of Jayne “saw that coming…”

Not a new concept--the kamikazes used saki to take the rough edge off.
Fighters in relatively unstructured paramilitary organizations that can't count on organization, logistics or (air or ground) support to clinch a victory (who else would become a suicide bomber?) often rely on chemical "enhancers". Kind of odd, really, that they're being used in a culture that eschews recreational drugs AND alcohol, but then Islam supposedly also eschews the killing of innocent civilians. . .
