I am going to cast my vote with "reflex action." They are "breathing" but they don't need to. You could put them under water and their lungs might fill, but they wouldn't drown.
I've always thought of it as kind of a magicky-deal anyway. When Angel can't resusitate Buffy it has at least as much to do with him being dead as "not having breath:" he's not alive, so he can't directly resusitate someone like that. Flimsy excuse, I know, but what are you gonna do?

Don't underestimate the fact that Angel is kinda dumb, too. I mean, it's entirely possible that he *could* resusitate someone but just got his own limitations mixed up.

I believe that in Jews texts the word for breath is also life. Also, since this is a fantasy world, it probably is that one can only return life if they have it (similarly from the above).
