Russian authorities are increasingly turning to forced covert mobilization efforts as Russian forces suffer unsustainably high losses on the battlefield and Russian recruitment rates decline. Ryazan Oblast Governor Pavel Malkov signed a decree on March 20 requiring medium and large businesses in Ryazan Oblast to select employees to sign contracts with the Russian Ministry of Defense (MoD), and the law will be in effect until at least September 20, 2026.[19] The decree requires businesses with between 150 and 500 employees to select two to five employees to sign contracts, depending on the size of the business. The decree uses several federal decrees that Russian President Vladimir Putin signed in October 2022 as a justification for these requirements. The March 20 decree is a continuation of Russian covert mobilization efforts that aim to avoid conducting another involuntary call-up of Russian men while continuing to generate manpower for the frontlines in Ukraine.[20] The Kremlin is setting conditions to deflect blame for this latest forced covert mobilization effort by making medium and large businesses responsible for selecting employees to sign contracts. Forcibly mobilized employees are likely to direct their ire at the businesses that selected them or the governor who issued the decree, though the Kremlin is ultimately responsible for the Russian forces’ unsustainable casualty rate in Ukraine that is necessitating this new covert mobilization effort. The Russian recruitment rate fell below its casualty rate for the first time since 2022 in January 2026, and the Russian MoD appears to be struggling to find new force generation mechanisms and target new populations, as their previous mechanism of offering high one-time signing bonuses to volunteers has declined in effectiveness in late 2025.[21] The Kremlin is likely to continue to pursue regional covert and rolling mobilization efforts that fall short of a large-scale involuntary call-up to make up for its losses in Ukraine.[22]

Ukraine is pushing interceptor drone development into its next phase: swarms, according to Business Insider. Brave1, the Ukrainian government-backed body that channels and accelerates defense innovation, told the outlet that several companies in its cluster are actively developing swarm capability for interceptor drones — a weapon system that has become one of Kyiv's top defense priorities over the past year.
The technology under development would enable two distinct functions: allowing a single operator to control multiple interceptor drones simultaneously, both locally and remotely; and enabling drones to communicate with each other autonomously during flight. Brave1 said the first of these two scenarios is closer to scaled combat deployment.

A mechanized attack by Ukraine's 425th Assault Regiment — better known as Skelia — outside Pokrovsk in Donetsk Oblast has sparked a wave of criticism from key Ukrainian figures online concerning the unnecessary loss of manpower in reckless assaults.
On April 1, Serhii Sternenko — one of the most prominent Ukrainian volunteers providing support to the military and recently named advisor to newly-appointed Defense Minister Mykhailo Fedorov — spoke out about the failed attack the previous night, sharing Russian drone videos of the destroyed equipment that had been posted on Telegram.
The original video, posted by Russia's elite Rubicon drone unit, shows their drones destroying a Ukrainian M1 Abrams tank, a BMP-2 infantry fighting vehicle, and a M1117 armored mobility vehicle, as well as several hits on individual soldiers in the field.
Later in the day, more footage of the destroyed vehicles emerged online, quickly geolocated to confirm the attack occurred on the E-50 highway running west from Pokrovsk, near the village of Hryshyne, now contested.
Skelia's tactics in this attack, Sternenko said, were just the latest example of a systemically wasteful approach to offensive operations in the unit — among other assault regiments — that leads to excess Ukrainian personnel losses, often for little to no tangible gains.
"Treating our people like this is a crime, and there must be accountability for this," the volunteer and advisor wrote.
"What they are doing to people in certain formations is no better than Russian practices. This must end."
Skelia's response concluded with a personal challenge to Sternenko himself.
"If Mr. Sternenko knows how to organize assault actions against the enemy's strongholds in Pokrovsk," the post read, "we are ready to give him, like all Ukrainian men and women who have not yet been mobilized, the opportunity to apply his experience in practice as part of our unit and take a direct part in the defense of the motherland."
The post was reshared by the official account of the Armed Forces of Ukraine, hinting at tension between the high command in the military and the new defense ministry leadership, which announced an audit of battlefield losses on March 2.

The Russians aren’t the only ones sending mechanized assault groups to get massacred in the miles-wide drone kill zone that straddles the contested gray zone threading 700 miles through northern, eastern and southern Ukraine.
On March 31, the Ukrainian 425th Assault “Rock” Regiment, supported by the 155th Mechanized Brigade, mustered an assault group with a M-1 tank and four BMP fighting vehicles—and sent it rolling along a notorious road of death between the front-line village of Hryshyne and the Russian-occupied ruins of Pokrovsk in Donetsk Oblast in eastern Ukraine.
Commanders hoped foggy weather would hide the column from Russian drones. It didn’t. Fiber-optic first-person-view drones from Russia’s elite Rubicon Center barreled in, damaging or destroying several vehicles including the M-1 and killing as many as a dozen Ukrainians.
Ukrainian observers were horrified. “We often laugh at the enemy when he sends his troops in columns to storm our positions,” wrote Serhii Sternenko, a fundraiser and advisor to the Ukrainian defense ministry. “Under conditions of total drone dominance, columns become easy targets, and the enemy suffers heavy losses. And he keeps doing it again and again. But what about Ukrainian commanders who do the same thing?”

In March, Russian forces suffered their highest personnel losses since the start of 2026 — 31,960 troops, according to analyst Oleksandr Kovalenko. These losses largely resulted from the launch of the spring–summer offensive campaign in Ukraine.
“This is not a record level of losses, but it is still very high, even compared to average figures from last year, especially in relation to territorial gains,” the expert notes.
In March, Russian forces captured 155 km² of Ukrainian territory — one of the lowest figures compared to the first half of 2025.
For comparison, during last year’s summer offensive, Russian troops advanced at an average rate of 130–150 km² per week. In other words, the pace has slowed nearly fourfold.
For comparison, during the 2025 spring-summer campaign, the ratios were:
• April — 36,260 losses over 186 km2 (194 per km2)
• May — 35,370 over 440 km2 (80 per km2)
• June — 32,420 over 497 km2 (65 per km2)
• July — 33,220 over 537 km2 (61 per km2)
