Banks and other lender (Countrywide) were writing sketchy variable rate mortages that were bound to implode, bundling them into mortgage backed investments, insuring them thru AIG, and selling them in tranches.
Altho various States Attorney General wanted to prosecute the banks, the GWB admin said it was a Federal matter, FORBADE prosecution at the state level and then... sat on its hands bc go-go home and stock market prices and hedge funds created a simulacrum of prosperity and growth.
Obama dutifully bailed out banks etc, but GWB fostered the cancer, and Bill set the stage by doing away with the Glass-Steagall bank regulation.

Investment banks were selling mortgage backed products because THEY WERE MAKING A LOT OF MONEY.
