The proposed “Chip 4 Alliance” wants to internalize all parts of the semiconductor business—research and development, design, manufacturing, packaging, sales and consumption—in-house. This chip clique will only reach outside the circle in strictly controlled circumstances.

It will never happen.
China knows full well how to reverse engineer anything we can come up with and they have no concern with copyright laws.
On top of that, we shouldn't even want it to happen in the first place. All of these companies fight right to repair tooth and nail because they want to make devices that are planned to be obsolete and/or fail within years for you to buy a new expensive piece of junk and they want to ensure that you can't repair it yourself or go to a third party to have it repaired so they force you to pay "dealership" prices for a repair or force you to run out and buy a new expensive piece of junk.
Mac and Samsung have even been caught filling up their products with hot glue in an effort to make sure you can't repair them yourself.
