Seems like job #1 would be to twke a "sounding" of the river and see if there is a navigable path thru the debris, and -if not- clear one.
I know the military makes extensive use of pontoon bridges strong enough to supprt tanks. They even have pontoon bridges with openings that allow boat traffic through.
