There s a very long trail for that money: It paases thru many many hands before it heads to Ukraine and ultimately some of that money will make its way back to us.

Everyone on that trail to Ukraine (and back) is expecting some sort of payoff, including (but not limited to) State Dept, CIA, Pentagon, the EU and its myriad of bureaucrats, various Ukrainian oligarchs and their politician puppets and of course, misc American contractors.
