When you think of Serbia and Kosovo at all, you prolly still have a vague notion that Milosevic committed "atrocities". His reputation is tainted by unproven charges, just like many of you still think that Trump "colluded" (coordinated and cooperated) with Russia, altho no such evidence was found.
When you want to ruin someone, you charge them with heinous crimes. Just the charges themselves make people's blood boil, and they lose judgment on the quality of evidence and form a lynch mob. In related news: Russians say the terrible images in Bucha are a "forgery" to try to denigrate their army. If the Russians are telling the truth, the prosecution's case will collapse after a few days. But I seriously doubt that Russia will be showing up at a War Crimes Court. Putin will refuse to recognize the authority of any Court to judge him or Russia.

How do I know that Putin won't recognize any authority to judge him? Malaysia Airlines flight 17 is how. The separatists and their Russian backers denied culpability while offering a shifting series of alternative explanations. Russia later vetoed a United Nations resolution to create a tribunal that would have assigned blame for the incident.

In the case of Ukraine, there is a gentleman who explained, in many words, what goes on in the minds of Russian soldiers who (unlike restaurant employees being reminded by signs to wash their hands after using the toilet) are not being told to NOT KILL/ NOT TORTURE/ NOT RAPE prisoners:
Denazification is necessary when a considerable number of population (very likely most of it) has been subjected to the Nazi regime and engaged into its agenda. That is, when the “good people — bad government” hypothesis does not apply. Recognizing this fact forms the backbone of the denazification policy and all its measures, while the fact itself constitutes its subject. Denazification is a set of actions aimed at the nazified bulk of the population, who technically cannot be directly punished as war criminals.

Miloševic's defense was that NOT KILLING prisoners is up to the conscience of individual soldiers and officers, not Miloševic's responsibility. That same defense was used by Hermann Göring, in his trial, where he claimed he was not responsible for Nazis killing prisoners. Unfortunately, his office staff didn't find and burn a copy of a document where Hermann ordered a killing. Oops! But if that document had been burned, Göring's defense was rock solid that he was not responsible for any war crimes unless he killed the prisoners all by himself.
Vladimir Putin will be using Miloševic's and Göring's defense: I wasn't there when prisoners were KILLED, TORTURED, RAPED, therefore I am innocent of war crimes. Putin's office staff is smarter than Göring's office staff. There won't be any Russian emails or documents ordering prisoners KILLED, TORTURED, RAPED. Putin thinks he is perfectly in the clear, but just in case, Putin won't voluntarily, and in person, show up in the War Crimes Court.
So that the Russian Army doesn't get confused about the denazification policy, Putin won't be giving orders to NOT KILL, NOT TORTURE, NOT RAPE prisoners. It will be left to the conscience of individual soldiers and officers, not Putin's responsibility.

Meanwhile, Moscow has called the images from Bucha a 'monstrous forgery' and denies everything all the time, without stopping for a breath. Moscow has not, yet, claimed that the radio transmissions were fake, but give Moscow a little time and it will.
