I know SIX already posted a link, but this is an explanation of what's in the bill:

Every Democrat but one voted late March 3 for H.R. 1, a massive voting reform bill that has drawn harsh criticism from the GOP.
Every Republican voted against the bill. They were joined by Rep. Bennie Thompson (D-Miss.).
Thompson told The Epoch Times that he heard from constituents who opposed certain portions of the legislation.
“My constituents opposed the redistricting portion of the bill as well as the section on public finances. I always listen and vote in the interest of my constituents,” he said in an emailed statement.
H.R. 1 would require congressional redistricting to be conducted through independent commissions, or a three-judge court.
Membership on the commissions would be open to any citizen of the state through an application process, barring people who have held or hold office, candidates for office, and people who have worked on political campaigns.
Six members would be chosen by “a nonpartisan agency established or designated by a State,” the bill states.
Two from each party, and two independents, would be chosen on a random basis from the approved selection pool.
Those members would then appoint three other members from each of the two major parties and three independents.
Commission members would be banned from “drawing maps to favor a political property” and would be required to meet other criteria [like what?] in deciding where lines go. They would also have to hear from the public before approving a final map.
The legislation would also prohibit mid-decade redistricting.
Another section deals with campaign finance.
The legislation condemns the Citizens United Supreme Court decision and calls for amending the Constitution “so that Congress and the States may regulate and set limits on the raising and spending of money to influence elections and may distinguish between natural persons and artificial entities, like corporations, that are created by law, including by prohibiting such artificial entities from spending money to influence elections.”
Additionally, it would reduce the number of members on the Federal Election Commission and limit those who could serve on the commission.
Republicans on the House floor before the vote denounced the bill, including portions that would require funding [by who?] for campaigns.
“Americans love election season. They love the endless political acts, having their phones blown up by political calls and texts, having their email inboxes littered with solicitations from wannabe politicians. My phone keeps ringing off the hook from all of my constituents just pleading for Congress to use their dollars to fund more campaign ads. This is the fantasy world that government bureaucrats and career politicians who want a federal takeover of our elections live in,” Rep. Carlos Gimenez (R-Fla.) told colleagues.
“They want to take Americans’ money and give it to campaigns in a 6:1 ratio, effectively forcing you to support political campaigns you don’t support.”
But Democrats said the bill would bring necessary changes to elections.

Georgia and Arizona are already working on their own voting reform bills.
The Constitution clearly gives states the right to decide how to conduct their voting. I would expect to see a Supreme Court challenge to many aspects of HR1.

Arizona Senate Wins Battle to Audit 2020 Vote

The Senate has prevailed in its nearly three-month battle to investigate the results of the 2020 election.
A Maricopa County judge on Friday ruled the Legislature “clearly has the power to investigate and examine election reform matters,” which means Maricopa County must hand over all 2.1 million ballots along with all equipment, software and machinery used to count those votes, along with detailed information on every person who voted.
Three things should now happen:
1. Don't appeal. Let the Senate do this
The Maricopa County Board of Supervisors should not appeal the ruling. This thing has festered long enough and though there’s been no evidence that the election was stolen from President Donald Trump, there’s no convincing Republican voters of that.
Where reasonable people used to believe in our elections absent evidence of a reason not to, a shockingly high number of Republican voters now are absolutely convinced that democracy has been corrupted.
Pre- and post-election testing of the tabulation machinery and the sample hand counts of ballots that were required by state law and showed no evidence of a problem? They weren’t good enough.
Eight elections lawsuits in both state and federal court that turned up no evidence of fraud? They weren’t good enough.
Two independent audits clearing the Dominion Voting Systems machinery, completed just week in Republican-run Maricopa County? They didn’t change a single mind.
It’s now time to let Senate Republicans do a proctology exam on Joe Biden’s win in Arizona. Let them now prove that our elections are, as many of them have spent months telling us, rotten to the core.
2. Hire a truly independent auditor
If they want the credibility they refused to give to Maricopa County, then Senate Republicans should hire an elections expert who is truly independent to sift through the county’s 2.1 million ballots and examine all the equipment and machinery used to count those votes.
This shouldn’t be a political witch hunt, but there have been some indications that it might be.
Senate President Karen Fann was all set to hire Allied Security Operations Group to conduct the audit, until reporters got wind of it. This is the company that supplied error-riddled information to Trump lawyers Rudy Giuliani and Sidney Powell as they ran around the country howling about krakens and crooked elections and such.
Just this week, one of ASOG’s employees, Phil Waldron, appeared on One America News segment entitled “The Arizona Election Heist.”
Fann quickly back pedaled after reporters obtained internal emails from Senate attorneys to ASOG, outlining the scope of work.
But on what planet could Fann have even considered that these so-called "experts" would be an acceptable choice for an independent examination of Arizona’s ballots and voting equipment?
Even so, I’m going to take Fann at her word that she intends an unbiased examination of the election. And that someone will be there watching the experts to ensure there is no funny business with the ballots.
“Hopefully, with a proper, independent and detailed audit, we will start to restore voter confidence in election integrity,” Senate Republicans said in a statement issued after Judge Thomason’s ruling.
3. Hold folks accountable, fraud or not
Speaking of restoring voter confidence, Senate Republicans should agree that the end result of this audit should not just bring us the usual bills to try to make it more difficult to vote in the future. We also need actual accountability for what happened in 2020.
If widespread fraud or error is found, as so many Republicans believe, then break out the Lysol and commence with a wholesale disinfection of Arizona’s elections offices. Heads should roll like bowling balls, whether it’s to the unemployment office or prison.

For now, state political parties control the voting process to their own advantage. No other democratic country allows this. Voting in national elections should be regulated at the national level, just as the Constitution suggests.
Congress should set the rules for registration and voting and they should be the same for every state. This is so obvious that it barely even needs to be defended.
HR1 would do this.

The problem with centralized control is that it is just as likely to be partisan at the national level as at the state level, and this is what we have here.
HR1 attempts to fix "problems" that are not demonstrated to be problems, in order to create advantage for Democrats.

There is some overlap in the systems used in different counties because the clerk in one county might ask how they run elections in the four adjacent counties, but it is very nonuniform in different places and in some counties pretty damn close to chaos. I read that bill a month or 2 ago. Unless it's been changed in that time, the one thing it DOESN'T have that would definitely improve the entire election process is a validation requirement and protocol, specifically, statistical study like the one highlighted by the Mitofsky Report, as a basis for closer vote examination.
It sure would be nice to be able to demonstrate there were no signs of mass cheating, and if there were, to be able to go back and conduct a good examination of when, how, and who.

SEC. 1501. SHORT TITLE.
This subtitle may be cited as the “Voter Confidence and Increased Accessibility Act of 2021”.
SEC. 1502. PAPER BALLOT AND MANUAL COUNTING REQUIREMENTS.
(a) In General.—Section 301(a)(2) of the Help America Vote Act of 2002 (52 U.S.C. 21081(a)(2)) is amended to read as follows:
“(2) Paper ballot requirement.—
“(A) VOTER-VERIFIED PAPER BALLOTS.—
“(i) PAPER BALLOT REQUIREMENT.—_(I) The voting system shall require the use of an individual, durable, voter-verified paper ballot of the voter’s vote that shall be marked and made available for inspection and verification by the voter before the voter’s vote is cast and counted, and which shall be counted by hand or read by an optical character recognition device or other counting device. For purposes of this subclause, the term ‘individual, durable, voter-verified paper ballot’ means a paper ballot marked by the voter by hand or a paper ballot marked through the use of a nontabulating ballot marking device or system, so long as the voter shall have the option to mark his or her ballot by hand.
“(II) The voting system shall provide the voter with an opportunity to correct any error on the paper ballot before the permanent voter-verified paper ballot is preserved in accordance with clause (ii).
“(Ill) The voting system shall not preserve the voter-verified paper ballots in any manner that makes it possible, at any time after the ballot has been cast, to associate a voter with the record of the voter’s vote without the voter’s consent.
“(ii) PRESERVATION AS OFFICIAL RECORD.—The individual, durable, voter-verified paper ballot used in accordance with clause (i) shall constitute the official ballot and shall be preserved and used as the official ballot for purposes of any recount or audit conducted with respect to any election for Federal office in which the voting system is used.

The problem with HR1 is that it is TOO BIG ... just like a lot of other boondoggle bills. They don't call it a "omnibus" bill for nothing!
Anyone can find something in there to promote, and present the bill "as" something, when in reality there are an awful lot of provisions in it. Many are positive- many [more IMHO] are negative. Instead of just waving our arms in the air and discussing somebody's interpretation of a single point of HR1, let's get down to specifics.

Key Things You Need to Know About HR 1, the For the People Act of 2021

On Wednesday, Democrats in the House passed H.R. 1, the For the People Act of 2021, which was introduced by Rep. John Sarbanes (D-Md.). The election reform package, if passed by the Senate, would transfer authority over how elections are administered from states to the federal government, subject private citizens to intimidation and harassment for their private and political beliefs, and make permanent many voting rules that opponents say lead to voter fraud.
The 791 page-long H.R. 1 legislation package, which was marked up by members of the 116th Congress, was adopted without much debate. Some provisions, like ensuring that all voting machines used in U.S. elections are also manufactured in the United States or increasing access for voters with disabilities, are supported by both sides, but most other provisions are contentious.
The sweeping election reform package is divided into three major sections; the second section is the main body of the legislation, with three subsections: a) Voting, b) Campaign Finance, and c) Ethics. Section three is the Findings of General Constitutional Authority and section four is the Standards for Judicial Review.
These are some of the key changes to election laws in H.R. 1:
Gives the federal government authority to administer elections: Although the U.S. Constitution gives states the authority to run their elections as they see fit, Democrats have interpreted the Constitution in their favor, stating in H.R. 1, “Congress finds that it has broad authority to regulate the time, place, and manner of congressional elections under the Elections Clause of the Constitution, Article I, section 4.”
Limits a plaintiff’s access to federal courts when challenging H.R. 1: It would mandate that any lawsuits challenging the constitutionality of H.R. 1 could only be filed in the District Court for the District of Columbia and all plaintiffs would be required “to file joint papers or to be represented by a single attorney at oral argument.”
Mandates automatic voter registration (AVR) in all 50 states (19 states currently have AVR): Democrats call this “modernizing” elections, meaning automatically registering any person that has given information to designated government agencies, such as the Department of Motor Vehicles, a public university, or a social service agency would be registered. It mandates same-day and online registration.
Mandates no-fault absentee ballots: This provision would do away with witness signature or notarization requirements for absentee ballots. Additionally, it would force states to accept absentee ballots received up to 10 days after Election Day.
Prevents election officials from removing ineligible voters from registries or confirming the eligibility and qualifications of voters: The bill would make it illegal to verify the address of registered voters, cross-checking voter registration lists to find individuals registered in multiple states, or ever removing registrants no matter how much time has elapsed.
Restores the Voting Rights Act: This provision would require states to obtain approval from the federal government before implementing any voting rules changes. H.R. 1 would add a provision criminalizing “hindering, interfering, or preventing” anyone from registering or voting.
Bans state voter ID laws: It would force states to allow individuals to vote without an ID and instead they could merely sign a statement in which they claim they are who they say they are.
Ensures illegal immigrants can vote: The bill would shield non-citizens from prosecution if they are registered to vote automatically and agencies are not required to keep records of who declined to affirm their citizenship.

It's extremely ignorable.
Not only is it a meaningless demographic that isn't going to go out and vote in the first place anyhow, but Second is going to make the argument all day long that requiring photo IDs are racist because we can't expect black people to have enough willpower to go out and get themselves an ID card.
This is just the first step. Allow kids to register between 16 and 18, and then there's no reason why we don't just require every kid to be registered while they're attending high school.
Add that to fake mail in ballots with no actual checks to make sure that the person actually voted, which will eventually morph into simply texting a five digit number for your candidate from your cell phone and we've got ourselves Presidential Elections, American Idol style.

As for voters deciding they are Independent, they aren't really Independent unless they vote for Libertarians or the Green Party. As the lawyer for Arizona’s Republican Party conceded last week in oral arguments at the biggest voting rights challenge at the Supreme Court this term, the party is interested in limiting access to the ballot in swing states because otherwise, the GOP is at “a competitive disadvantage relative to Democrats.”
These measures are being passed in reaction to provably false claims that the 2020 election was stolen, despite record numbers of audits, lawsuits, and government findings that the election was one of the most secure in American history. The response to this assurance has become that it doesn’t matter because voters no longer trust the elections system—an answer advanced by people who are aware that they are lying. On Tuesday, Mike Pence—who could have lost his life on Jan. 6 due to false claims of a stolen election—joined the “people are saying” chorus with an op-ed frothing up the Big Lie that the 2020 contest was rife with dubious practices. Pence writes: “After an election marked by significant voting irregularities and numerous instances of officials setting aside state election law, I share the concerns of millions of Americans about the integrity of the 2020 election.” Ignoring the fact that his own running mate actually seeded, watered, and fertilized the myth of a stolen election, Pence expressed sober dismay at the fact that “polling shows that large numbers of Democrats did not trust the outcome of the 2016 election and that large numbers of Republicans still do not trust the outcome of the 2020 election.” Cause, meet effect. You guys should hang out.
Pence’s ostensible goal in penning this mess wasn’t to encourage more election truthers to storm the Capitol but to target H.R. 1, the sweeping voting rights bill that passed in the House of Representatives on Thursday. H.R. 1 provides for, among many other things, same-day and automatic voter registration, restoring the franchise to people with criminal records, and an expansion of early voting, voting by mail, and absentee drop boxes. Many states passed these reforms before COVID-19; others adopted them because of the pandemic. Now that the country has held one presidential election with widespread mail voting—leading to historically high participation without any demonstrable increase in fraudulent voting—Democrats want to make the option permanent. The nearly 800-page package also includes many large-scale anti-corruption measures, including the mandatory release of presidential tax returns, regulation of inaugural committees and campaign coordination with foreign interests, an end to partisan gerrymandering for congressional districts, and more robust regulations of campaign finance and dark money.
H.R. 1 passed the House in 2019 but was never taken up in the Senate under Mitch McConnell. In 2021 under Chuck Schumer, the companion Senate bill, S 1, will still likely be stymied, this time by the continued existence of the filibuster. But the real story here is the frantic blowback to the legislation from the selfsame groups that would be regulated or undermined by sweeping democracy reform. What went right in the 2020 election

A lot went wrong after the 2020 election in the United States. But here’s one thing that went right during it: A risk everyone worried about — foreign election interference — mostly failed.
That showed what is possible when government officials and technology companies are laser focused on a problem, effectively coordinate and learn from their past mistakes.
But the false narrative that the election was stolen, culminating in a mob attack on the U.S. Capitol, also pointed to the limits of those efforts. The Russians or the Chinese didn’t delegitimize our election. We did it to ourselves.
Today, I want to explore the glass half-full view. The largely averted threat of foreign election meddling was a success that shouldn’t be overlooked.
What went wrong the last time
Let me first remind you what happened around the 2016 election. Russian hackers pilfered documents from the Democratic National Committee and tried to muck around with state election infrastructure. Digital propagandists backed by the Russian government also fanned information on Facebook, Instagram, YouTube and elsewhere that sought to erode people’s faith in voting or inflame social divisions.
Powerful American institutions — notably local, state and federal government officials as well as large internet companies — were slow to tackle the problem or had initially dismissed it. The effect of the hacking and trolling wasn’t clear, but the worry was that foreign governments would regularly seek to disrupt U.S. elections and that it would contribute to Americans’ lack of trust in our systems and with one another.
What happened in 2020
Some foreign governments, including Russia and Iran, tried to disrupt our elections again, but it mostly didn’t work. The same U.S. institutions and digital defenses that failed four years earlier largely held strong this time.
“The progress that was made between 2016 and 2020 was remarkable,” said Camille François, chief innovation officer at Graphika, a firm that analyzes manipulation of social networks.
What changed in government and tech
One major shift after 2016 was that federal government officials and the state and local officials who run elections overcame initial mistrust to collaborate more effectively on voting threats. Matt Masterson, who until recently was a senior adviser on election security for the Department of Homeland Security, said coordination was the biggest change that helped shore up digital defenses in election management systems.
“This is as good as the federal government has worked on any issue in my experience,” Masterson said.
He also credited efforts in states, notably Georgia, that created paper trails of ballots that could be audited quickly and provide more visibility into the vote counting to help increase people’s trust in the election process.
The tech companies, François said, shifted to acknowledge their blind spots. For the first time, online powers including Facebook wrote policies specifically tackling foreign government meddling and put people in charge of stopping it. They also made it harder for foreign trolls to use some of their 2016 tactics, such as buying online advertisements to circulate divisive messages widely.
Social media companies also started to publicly announce when they found campaigns by foreign governments that were used to mislead people online. François said that helped researchers and journalists better assess the techniques of foreign propagandists — and the shared knowledge helped internet companies stop trolling campaigns before they had a big impact.
Cooperation improved between government and tech companies, too. There were regular meetings between major internet companies and the federal officials responsible for election protection to share information. And internet companies began to tell the public when the U.S. government tipped them off about foreign interference on their websites.

The way mail in ballots were handled.
There were signed affidavits attesting to boxes of unfolded, otherwise blank, identically-marked (for Biden) ballots being fed into the ballot-counting machine. Strange pauses in the counting, then weird jumps in the Biden tally.
There was no way to validate the votes because outer envelopes with signatures were stripped and thrown out, so you couldn't even match the number of envelopes with the number of ballots. Or ballots were accepted without even attempting to verify the signatures. Or ballots came in bundles, indicative of ballot harvesting.
The people who oversaw these multiple clusterfucks were mostly Dems, not Repubs. We can blame their incompetence (at best) or fraud (at worst) for calling into question valid votes from legitimate voters.

HR 1 is not the same as the "Covid" bill.
Anything in the "Covid" bill is being pushed under the budget so it can pass with only 50 votes plus the Harris tie-breaker, and has to be directly related to the 2021 budget or can be stripped out (see: the $15 minimum wage increase).
HR 1 will not become law. It needs to 60 votes in the Senate to pass, which it will not receive.
Prepare to watch the Legacy Media try to destroy the GOP by only stating the good things in the bill that Republicans shot down while downplaying or completely omitting all the terrible things in that bill.

After all, we DO restrict voting! You must be a citizen, and over a certain age.
I would add that you must be able to provide proof of both your identity AND your citizenship, and follow whatever procedures are required to validate absentee or mail-in ballots.
Seems pretty brain-dead simple to me!
Now, on IT'S part, the state/county must provide secure and validate-able voting procedures, and follow them diligently in order to ensure that legitimate ballots aren't diluted with illegitimate ones.

In addition, I would require that any reforms be adopted at least a year (hopefully more) before any major election in order to help people through the registration and identity process. There should be financial assistance to make procuring the necessary papers (eg birth certificates) cost-free, and hotlines, online, and in-person help for those who are elderly or disabled to make it through the process.

ANALYSIS OF GEORGIA'S ELECTION REFORM BILL

Georgia’s state Senate passed a comprehensive election reform bill on Monday that would, among multiple provisions, repeal no-excuse absentee voting and limit mail-in ballots to certain criteria.
The Republican-backed bill passed with a vote of 29-20. It now goes to the House Elections Integrity Committee where it is expected to be passed in the next several weeks. The bill must pass by March 31 to have a chance of becoming law by the end of the 2021 legislative session in Georgia, subject to Gov. Brian Kemp’s decision whether to sign or veto it.
The bill, SB 241 (pdf), contains sweeping changes to the Georgia Code related to elections and voting. Under the proposed legislation, those who are eligible to vote by mail will be limited to people who are physically disabled; or are over 65 years old; are eligible as a military or overseas voter; have a religious holiday around election day; work in elections; or somehow need to be outside their voting precinct during the early voting period and election day.
The bill would also eliminate no-excuse absentee voting, something that has been allowed in Georgia since 2005.
Among other provisions, the bill would require voter identification to request an absentee ballot. In addition, Georgia would be required to participate in a nongovernmental multi-state voter registration system to cross-check the eligibility of voters. The state’s current participation is voluntary. The bill also clarifies a law about mobile voting units, saying that these units be used only to replace current brick-and-mortar voting facilities, and not supplement them.
Under the bill, a telephone hotline would be set up to receive complaints and reports regarding voter intimidation and election fraud, which would be reviewed by the Attorney General within three days. The state Republican caucus said the hotline would help build trust in the election system since the host of the hotline, the Attorney General, is separate from the office running the election, the Secretary of State’s office.
“We’ve spent several hundred hours doing research and policy development around election integrity, addressing the lack of faith and integrity in our current election systems as expressed by many of our citizens,” the Georgia Senate Republican Caucus said in a statement. “We encourage all citizens to practice their civic duty, and in return, it is our responsibility to ensure public confidence and trust in the system, ensuring our rights are protected. SB 241 codifies open and honest reformation to a multitude of areas regarding election oversight, voting processes, and transparency.”
Shortly prior to the vote on the bill, Georgia Republicans issued a statement saying, “We want every person to vote. We want elections to be secure. We are open to solutions, but Georgia will not be vulnerable to voter fraud.” The statement presumably refers to the 2020 presidential election, which saw numerous allegations of voting irregularities and allegations of election fraud.
Lt. Gov. Geoff Duncan, Georgia’s No. 2 Republican, chose not to preside over the debate of the bill. He told the The Atlanta Journal-Constitution that he “refuses to be the presiding officer for a measure he so adamantly opposes,” according to the outlet.
John Albers, Kay Kirkpatrick and Brian Strickland, were the only Republican state senators who did not co-sponsor the bill. All three also chose to be excused from the vote. Another Republican, Chuck Hufstetler, was also excused from the vote.
Republican Majority Leader Mike Dugan, the main sponsor of the bill, said that amid the CCP (Chinese Communist Party) virus pandemic in the last election cycle, a surge in absentee ballots posed a burden on county election offices, reported The Associated Press.

Republicans Are Wasting Their Time With Vote Suppression Bills

Republicans have introduced a huge raft of bills in red states that would restrict voting in federal elections. And make no mistake: these bills are partisan cruise missiles aimed solely at reducing the Democratic vote. They are loathsome.
But they are also pretty conventional. For the most part, they include all the old-school Republican favorites like restrictions on Sunday voting, photo ID laws, and so forth. These are all things Republicans have been promoting for years, and none of them have turned out to be all that effective. In some cases this is because they simply don't affect very many votes, while in others it's because they spur a backlash that prompts Democratic-leaning voters to turn out in higher numbers.
The big new addition to this arsenal is an attack on mail voting. Republicans are apparently convinced that this cost them the 2020 election, but it turns out these bills are just more of the same old ineffectual rubbish. Ian Millhiser describes a natural study of Texas voters:
Texas is one of a handful of states that discriminate on the basis of age when determining who may vote absentee: Voters over the age of 65 are allowed to request an absentee ballot, but most voters under that age are required to vote in person. The researchers at Stanford’s Democracy and Polarization Lab compared turnout rates among 65-year-olds in Texas’s 2020 elections — that is, among voters who were eligible to vote absentee — to the turnout rates among 64-year-olds who mostly could not vote by mail.
They found that “65-year-olds in Texas turned out in 2020 at almost exactly the same rate as 64-year-olds, even though roughly 18% of 65-year-olds voted absentee while only 3% of 64-year-olds voted absentee.”
The end result was that 65-year-olds were more Democratic than 64-year-olds by 0.2 percentage points, a difference too small to even be meaningful.
Other studies have shown the same thing: All of these anti-mail measures have only a very tiny effect. It may make Republicans feel good to demonstrate a whirlwind of activity that Fox News is happy to spin as "protecting against fraudulent votes," but in the end it doesn't really buy them much.
On a moral plane, this does nothing to excuse what they're doing. But on a practical plane, it means they're mostly wasting their time.

Texas is one of a handful of states that discriminate on the basis of age when determining who may vote absentee: Voters over the age of 65 are allowed to request an absentee ballot, but most voters under that age are required to vote in person. The researchers at Stanford’s Democracy and Polarization Lab compared turnout rates among 65-year-olds in Texas’s 2020 elections — that is, among voters who were eligible to vote absentee — to the turnout rates among 64-year-olds who mostly could not vote by mail.
They found that “65-year-olds in Texas turned out in 2020 at almost exactly the same rate as 64-year-olds, even though roughly 18% of 65-year-olds voted absentee while only 3% of 64-year-olds voted absentee.”
The end result was that 65-year-olds were more Democratic than 64-year-olds by 0.2 percentage points, a difference too small to even be meaningful.
Other studies have shown the same thing: All of these anti-mail measures have only a very tiny effect. It may make Republicans feel good to demonstrate a whirlwind of activity that Fox News is happy to spin as "protecting against fraudulent votes," but in the end it doesn't really buy them much.
On a moral plane, this does nothing to excuse what they're doing. But on a practical plane, it means they're mostly wasting their time.
Of course, it would NEVER occur to this apparently brain-dead partisan that these measures are meant to ensure the integrity of the vote, and to obviate questions of fraud before they come up.

If you're not in the military serving overseas, dying on a hospital bed and hooked up to equipment that you need in order to survive or dying at home in hospice and a trip to the voting booth would kill you, there should be no Absentee ballots either. PERIOD.
Once again, you're blaming Pre-Politics Citizen Trump for using the existing system. It was more convenient for him in 2010 to have his staff request an Absentee ballot than it was to go down to the poll and vote in person.
Was he an asshole for doing it? Sure. Just like all the other rich assholes that have ever done it.
But it is in NO WAY a hypocrisy, or a legitimate argument for unsolicited mail-in fraud ballots.

For now, state political parties control the voting process to their own advantage. No other democratic country allows this. Voting in national elections should be regulated at the national level, just as the Constitution suggests.
Congress should set the rules for registration and voting and they should be the same for every state. This is so obvious that it barely even needs to be defended.

“(II) The voting system shall provide the voter with an opportunity to correct any error on the paper ballot before the permanent voter-verified paper ballot is preserved in accordance with clause (ii).
“(Ill) The voting system shall not preserve the voter-verified paper ballots in any manner that makes it possible, at any time after the ballot has been cast, to associate a voter with the record of the voter’s vote without the voter’s consent.

“Mass-mail balloting is a step backward for American elections. There are millions of voter registration records with unreliable ‘active’ address information that will ultimately send ballots to the wrong place in a mail election,” PILF President J. Christian Adams said in the brief.
Prior to the election, PILF criticized such mass ballot mailings in states that hadn’t had such systems already in place.
The entire state of Nevada reported only 5,863 mail ballots returned undeliverable in the 2012, 2014, 2016, and 2018 General Elections combined, the brief says, referring to the U.S. Election Assistance Commission surveys.
Adams also took aim at the H.R. 1 election reform bill that was recently passed by the Democrat-controlled House of Representatives.
The nearly 800-page bill would largely shift power over elections to the federal government. It would discard state voter ID laws, allow for same-day voter registration, ban witness signature requirements for mail-in ballots, and require that mail-in ballots can arrive as late as 10 days after election day (as long as it is post stamped by election day).

Today, I want to explore the glass half-full view. The largely averted threat of foreign election meddling was a success that shouldn’t be overlooked.
What went wrong the last time
Let me first remind you what happened around the 2016 election. Russian hackers pilfered documents from the Democratic National Committee and tried to muck around with state election infrastructure. Digital propagandists backed by the Russian government also fanned information on Facebook, Instagram, YouTube and elsewhere that sought to erode people’s faith in voting or inflame social divisions.
Powerful American institutions — notably local, state and federal government officials as well as large internet companies — were slow to tackle the problem or had initially dismissed it. The effect of the hacking and trolling wasn’t clear, but the worry was that foreign governments would regularly seek to disrupt U.S. elections and that it would contribute to Americans’ lack of trust in our systems and with one another.
What happened in 2020
Some foreign governments, including Russia and Iran, tried to disrupt our elections again, but it mostly didn’t work. The same U.S. institutions and digital defenses that failed four years earlier largely held strong this time.
“The progress that was made between 2016 and 2020 was remarkable,” said Camille François, chief innovation officer at Graphika, a firm that analyzes manipulation of social networks.
What changed in government and tech
One major shift after 2016 was that federal government officials and the state and local officials who run elections overcame initial mistrust to collaborate more effectively on voting threats. Matt Masterson, who until recently was a senior adviser on election security for the Department of Homeland Security, said coordination was the biggest change that helped shore up digital defenses in election management systems.
“This is as good as the federal government has worked on any issue in my experience,” Masterson said.
He also credited efforts in states, notably Georgia, that created paper trails of ballots that could be audited quickly and provide more visibility into the vote counting to help increase people’s trust in the election process.
The tech companies, François said, shifted to acknowledge their blind spots. For the first time, online powers including Facebook wrote policies specifically tackling foreign government meddling and put people in charge of stopping it. They also made it harder for foreign trolls to use some of their 2016 tactics, such as buying online advertisements to circulate divisive messages widely.
Social media companies also started to publicly announce when they found campaigns by foreign governments that were used to mislead people online. François said that helped researchers and journalists better assess the techniques of foreign propagandists — and the shared knowledge helped internet companies stop trolling campaigns before they had a big impact.
Cooperation improved between government and tech companies, too. There were regular meetings between major internet companies and the federal officials responsible for election protection to share information.
