I wouldn't be so sure it's incompetence and not purposeful negligence, like slowing the mail. "Let's not be in too fast a rush... make sure we do it right... wink" its another way of putting his foot on the brakes without seeming to do so. He's been in a murderous mood lately - power tripping every time the numbers of dead people (Americans in this case) go up. He's a saddist - just another one of his *character traits.*

True G and also he has to own the news cycle. He's so sick a part of it may be that. Which, yes makes him a sadist. I'd add, there are a myriad of other things he's done that qualify him as being that as well.
