As a former EKG technician and EMT who participated in literally hundreds of "codes" (with only 1 brought in by ambulance who was ever successfully resuscitated and sent to the ICU - where he promptly died), let me provide some background.
The ultimate survival rate for people whose heart stops (asystole/ cardiac arrest) while not in a medical facility is as close to zero as you can get (0-2%) if someone doesn't start performing effective CPR within 3 minutes. https://www.statpearls.com/articlelibrary/viewarticle/17935/ Since MOST people suffer from this at home (75%), or in public (22%) your chances of surviving depend on the immediate presence of people nearby who notice, who will then try to give you CPR, who will be capable enough to perform it well enough the whole time while waiting for EMS, in order to keep you alive.
That's why the survival rate is so low for cardiac arrest outside of a medical facility. It depends on a set of circumstances that virtually never happen.
The policy says that if the person is in asystole when EMS arrives, AND no one has been performing CPR, AND the EMS crew can't restore a spontaneous heartbeat after at least 20 minutes of trying, the chances of survival are so low that the crew is THEN allowed to discontinue further medical resuscitation.
Nobody is saying that EMS is allowed to not treat or transport a person whose heart is beating and who is breathing, just because in their "discretion" they look too sick.

Trump will have the worst jobs record in modern U.S. history. It’s not just the pandemic.
Friday’s awful jobs report from the Labor Department showed there were still 3 million fewer jobs in the United States than there were on Inauguration Day 2017, when Trump stood in front of the capitol and vowed to reverse the American carnage.
No other modern president has left the U.S. with a smaller workforce than it had when they took office. Since the government started keeping track in 1939, no other president has even seen significant job losses during a single presidential term.
Everybody knows that full recovery won’t come until the virus is under control. And our path to getting the virus under control right now is either people behaving in a different way or mass vaccination. And on both of those fronts, it’s pretty clear that the administration has failed to deliver.
The administration resisted simple behavioral changes, such as wearing masks, that would have had no economic cost and have been shown to be effective in containing the virus.
We had a big advantage in terms of getting the vaccine. We are ahead of Europe in procuring it, but we don’t seem to be able to actually get the shot in people’s arms.
