Trump Is Giving Up
Against both the coronavirus and Joe Biden, the president’s strategy increasingly accepts defeat.
Donald Trump can still win the 2020 presidential election; something that has a 10 percent or 15 percent chance of happening can certainly transpire. But even more than in 2016, if the president wins this time, we will have to attribute his victory to the workings of divine providence (don’t worry, I have that column pre-written), because what we’re watching is an incumbent doing everything in his power to run up his own margin of defeat.
Start with his re-election messaging, to the extent that you can discern such a thing. In 2016, Trump’s campaign message against Hillary Clinton, like his message against the Republican establishment in the primaries, had a simplicity and consistency: She supported bad trade deals; she supported stupid wars; she sold the country out to special interests and foreign governments; vote for her and you get more closed factories, more soldiers dead or crippled, more illegal immigration, more power to Wall Street and Washington, D.C.
In 2020, on the other hand, the Trump campaign has been stuck toggling back and forth between two very different narratives. One seeks to replay the last campaign (even the emails). The other narrative goes after Biden as though the Democrats had actually nominated Bernie Sanders.
A truly brilliant campaigner might be able to weave the two narratives together, but on the lips of Donald Trump their contradictions are evident. The resulting incoherence just feeds his tendency to return to old grudges and very online grievances, as though he’s running for the presidency of talk radio or his own Twitter feed. Without Steve Bannon to keep him grounded or Clinton to keep him focused, he’s making a closing “argument” that’s indistinguishable from a sales pitch for a TV show or a newsletter — suggesting that even more than four years ago, the president assumes he’ll be in the media business as soon as the election returns come in.
But the messaging failure is just the surface; it’s on policy where Trump has really acted like a Black Sox ballplayer trying to throw the World Series. Trump has mostly ignored the negotiations over relief money for months, engaging only at a point where he had become so politically weak that both Republican deficit hawks (or the born-again variety, at least) and Democratic free-spenders assume he’ll soon be gone. And meanwhile he’s let himself be drawn ever deeper — especially since his own encounter with the disease — into the libertarian style of Covid-19 contrarianism, which argues that we’re overtesting, overreacting and probably close to herd immunity anyway.
Trump has chosen to go to war with the idea of testing, with Dr. Anthony Fauci and with “experts” in general at precisely the moment when the fall wave they’ve been warning about seems to be showing up — which is also the moment when the two-thirds of Americans who describe themselves as “very” or “somewhat” concerned about the virus will be going to the polls.
The retreat to corona-minimizing is a case study in how the Trump of 2020 has ceded his biggest general-election advantage from 2016 — his relative distance from the ideological rigidities of the anti-government right — and locked himself into a small box with flatterers and cranks.
From these follies the God of surprises might yet deliver him. But every decision of his own lately has been a choice for political defeat.

One of the reasons the group was founded in August is because there is deep distrust among some GOP donors that the existing pro-Trump organizations would spend the money wisely. The Trump family may be stealing the campaign funds.
Dan Eberhart, who has given over $190,000 to Trump’s election efforts, said many Republican donors are now focused on keeping control of the Senate in GOP hands — not Trump’s chances of winning.
“The Senate majority is the most important objective right now,” he said. “It’s the bulwark against so much bad policy that the Democrats want to do if they sweep the elections.”

Later he tweeted a surreptitiously recorded video of Stahl not wearing a mask and shamed her for not adhering to the protocols he’s ignored for the past seven months, seemingly trying to damage the credibility of the widely respected journalist before their sit-down aired.
Obviously, none of this is normal; according to the Washington Post, the president was unhappy with Stahl’s tough line of questioning regarding his disastrous handling of the coronavirus pandemic, his feud with Dr. Anthony Fauci, and his attacks on Michigan governor Gretchen Whitmer, in addition to the fact that she pointed out how his absurd claims about Hunter Biden, as well as the Obama administration spying on his campaign, are bullshit. And while the interview isn’t set to air on 60 Minutes until Sunday, the president has apparently decided he might just preempt the network and humiliate himself, releasing the train wreck early:

Of course Trump’s detractors are free to use whatever terms and epithets they like.
His relationship to democracy, I would really insist, is the key to answering whether he’s a fascist or not. Even in four years of incoherent and inconsistent tweets, he’s never actually done a Putin and tried to make himself a permanent president, let alone suggest any coherent plan for overthrowing the constitutional system. And I don’t even think that’s in his mind. He is an exploiter, he’s a freeloader. He’s a wheeler and dealer. And that is not the same as an ideologue.
I almost think calling Trump “fascist” gives him too much “credit” — he isn’t strategic enough, ideological enough, or ambitious enough.
His efforts to use the presidency to finance his lifestyle and enrich his family resemble the schemes of former Philippine President Ferdinand Marcos. In addition to profiting from his time in office, Trump, like Marcos, has challenged constraints on executive authority without investing resources into a sustainable political organization.
I certainly think he’s using fascist political tactics. I think there’s no question about that. He is calling for national restoration in the face of humiliations brought on by immigrants, liberals, liberal minorities, and leftists. He’s certainly playing the fascist playbook.

Four years ago I looked at the US election and predicted that Donald Trump would likely win. The day after the election I described the kind of president he was likely to be. That he would ignore all norms, stack the federal judiciary and bureaucracy with lackeys who would obey him, and likely use private militias to intimidate political opponents. Many of these predictions have born true. A key part of my argument was trying to explain the sort of man Trump is, and therefore what his behaviours are likely to be, and what effect that was likely to have on the institutions he is in charge of. One of my main points was to stop imagining that shared norms in and of themselves can provide restraint to Trump’s power when he quite explicitly does not believe in them.

The inevitable left-wing protests which will rock the capital and other major cities will be put down more or less violently by militia groups with either tacit or active support of the police forces. Most people will feel supportive of these counter protests, but they will stay at home through fear of getting involved but also because of the widespread anxiety around political organising caused by covid-19. Unfortunately it is the very people who are the least concerned for their health (far right activists) who will be on the streets, they are also the people with the most guns, the most willingness to use them, and who will take direct commands from the President to do his bidding. There is no similar organisation on the left and no clear figurehead or organisation capable of providing resistance to the Trump militias, and given that they do not exist now, I think that attempting to create one before election day is likely to play straight into the right’s hands as providing an excuse for more violence. Even if such an organisation did come into existence, the fact that it would lack both experienced ‘soldiers’ and leadership make this a really unattractive proposition.
This is only a possible scenario, and it is made less likely if Trump loses by a significant margin. But the point I think it is important to understand is that Trump has accumulated unique levels of power, and that whatever his ideology (and I think it is pretty credible to say he doesn’t have one) the key thing to focus on is what he can do, and what he wants to do. In summary it is possible that Trump will contest the election result, his contestation will be supported by a willing propaganda machine that will galvanise a relatively coherent group of true believers to push back on opposition civil society action. Furthermore US institutions seem incapable of putting up much of a fight against Trump, and the fact that the highest court in the land is effectively a GOP dominated supra-legislature makes any successful contestation of the election result by Trump likely to succeed, and any attack on the President’s claim to have won likely to be defeated. The exact details of what the contestation is and how that decision will be made I can’t comment on, having no expertise in American constitutional law, but suffice it to say that I’d be astonished if we didn’t find some ruling in favour of Trump. The most likely victory scenario for the president is a bit of a stretch, but not that complicated.
