It's true that being drunk in public or drugging are illegal activities. But people who are drunk or on drugs or sick (neurologically or metabolically) or crazy don't behave like most people. You can't assume that they understood, or even heard, what you shouted. You can't assume that THEY'RE going to weigh the risks of doing something crazy. (That's why they call them crazy.) You can't assume that they're going to survive restraint. Therefore you can't handle them like "most people".
That's my point: It's impossible for most people to switch from "policing" mode to "EMT" mode. Police assume that a person not doing what they've been ordered to do is resistance, not lack of comprehension. So they ramp up the noise, which confuses the civilian even more.

It's a complex reality that doesn't sit well with your cartoon thinking. So I'll explain it by way of an analogy ... Sure the guy was old and frail. And he had balance problems. The fact that he was blind drunk didn't help. Neither did the banana peel underfoot. If he'd been at the top of the stairs by himself, it's entirely possible he would have died from that fall all on his own.
But you can't discount the fact that he was pushed.
