The New York Times, citing officials briefed on the matter, reported Friday that the U.S. intelligence apparatus has known for months about the alleged efforts of the Russian military intelligence unit, which reportedly provided rewards to militants for successful attacks last year.
U.S. troops were among the targeted coalition forces, according to the Times, which reported that some militants or associated entities are believed to have received reward money.
While 20 Americans died last year in combat in Afghanistan, it is unclear how many — or which specific cases — are linked to the killing bounties, the newspaper reported.
President Trump and other intelligence officials on the National Security Council reportedly discussed the matter in a meeting in late March, where they weighed a series of potential responses. However, no formal steps have been made, the Times reported.
The newspaper's sources said they were unclear why there has been a delay. The motivations of the Russian intelligence unit's alleged efforts are also unclear.

Sen. Thom Tillis (R-N.C.), who also faces a reelection battle this year, appeared to endorse Gardner’s push.
Sen. Todd Young (R-Ind.) wrote a separate letter to Trump on Monday urging him to hold Putin accountable over the alleged bounties.
“Depending on where the facts lead, there should be no invitation for the Russian Federation to rejoin the G-7 and you should impose sanctions directly on both President Putin and Foreign Minister [Sergey] Lavrov,” Young wrote.

Officials developed a list of options to respond, but the outlet's sources said the administration has yet to authorize any of the actions.
The Trump administration has denied that Trump was briefed on the alleged plot, although it has neither confirmed nor denied the veracity of the alleged intelligence report itself.
White House press secretary Kayleigh McEnany said on Saturday that the United States “receives thousands of intelligence reports a day and they are subject to strict scrutiny” and that “while the White House does not routinely comment on alleged intelligence or internal deliberations, the CIA Director, the National Security Adviser, and the Chief of Staff can all confirm that neither the President nor the Vice President were briefed on the alleged Russian bounty intelligence” She added that “this does not speak to the merit of the alleged intelligence but to the inaccuracy of the New York Times story erroneously suggesting that President Trump was briefed on this matter.”
Richard Grenell, the former acting director of National Intelligence, said the New York Times story wasn’t true when Rep. Ted Lieu, a California Democrat, tweeted at Grenell daring him to confirm whether he did not tell Trump and Vice President Mike Pence about a Russian military intelligence unit offering financial rewards to Taliban militants to kill U.S. troops or that McEnany was lying.
"I never heard this," Grenell said. "And it’s disgusting how you continue to politicize intelligence. You clearly don’t understand how raw intel gets verified. Leaks of partial information to reporters from anonymous sources is dangerous because people like you manipulate it for political gain."
Lieu retorted: “If you are telling the truth, why doesn’t White House deny bounty story instead of saying you didn’t brief @POTUS?”
Grenell replied, “All anonymous sources. And these same reporters gave us the Russian collusion hoax you still hold on to.”

Russian bounties offered to Taliban-linked militants to kill coalition forces in Afghanistan are believed to have resulted in the deaths of several U.S. service members, according to intelligence gleaned from U.S. military interrogations of captured militants in recent months.
Several people familiar with the matter said it was unclear exactly how many Americans or coalition troops from other countries may have been killed or targeted under the program. U.S. forces in Afghanistan suffered a total of 10 deaths from hostile gunfire or improvised bombs in 2018, and 16 in 2019. Two have been killed this year. In each of those years, several service members were also killed by what are known as “green on blue” hostile incidents by members of Afghan security forces, which are sometimes believed to have been infiltrated by the Taliban.
The intelligence was passed up from the U.S. Special Operations forces based in Afghanistan and led to a restricted high-level White House meeting in late March, the people said.
The meeting led to broader discussions about possible responses to the Russian action, ranging from diplomatic expressions of disapproval and warnings, to sanctions, according to two of the people. These people and others who discussed the matter spoke on the condition of anonymity because of its sensitivity.
The disturbing intelligence — which the CIA was tasked with reviewing, and later confirmed — generated disagreement about the appropriate path forward, a senior U.S. official said. In January, they wriggled out of their annual briefing to Congress on worldwide threats, so they wouldn’t have to appear on TV disagreeing with Trump. Their reluctance made sense. At the previous year’s hearing, the chiefs testified that Iran was abiding by the nuclear deal, that North Korea would never give up its nuclear weapons, that ISIS continued to stoke violence in Iraq and Syria, and that Russian hackers still posed a threat to America’s elections — as a result of which Dan Coats, the national intelligence director at the time, was fired.

Russian bounties offered to Taliban-linked militants to kill coalition forces in Afghanistan are believed to have resulted in the deaths of several U.S. service members, according to intelligence gleaned from U.S. military interrogations of captured militants in recent months.
Several people familiar with the matter said it was unclear exactly how many Americans or coalition troops from other countries may have been killed or targeted under the program. U.S. forces in Afghanistan suffered a total of 10 deaths from hostile gunfire or improvised bombs in 2018, and 16 in 2019. Two have been killed this year. In each of those years, several service members were also killed by what are known as “green on blue” hostile incidents by members of Afghan security forces, which are sometimes believed to have been infiltrated by the Taliban.
The intelligence was passed up from the U.S. Special Operations forces based in Afghanistan and led to a restricted high-level White House meeting in late March, the people said.
The meeting led to broader discussions about possible responses to the Russian action, ranging from diplomatic expressions of disapproval and warnings, to sanctions, according to two of the people. These people and others who discussed the matter spoke on the condition of anonymity because of its sensitivity.

I think the White House will settle on the possibility that Trump was told about the bounty payment in the oral and written versions of the briefing — and the fact just hop-skipped in and out of his brain.
John Bolton’s recent memoir and Carl Bernstein’s CNN story about Trump’s phone calls with world leaders provide ample anecdotes suggesting that the president has the attention span of a fruit fly, that he flits from one subject to another with abandon, and that, during briefings, including intelligence briefings, he often does more talking than the briefer. On one level, the question to ask — and many in Congress, including some Republicans, are asking it — is the old saw from the Watergate inquiry: What did the president know, and when did he know it? But on another level, the answer is almost irrelevant. We have a president who either doesn’t know or doesn’t care what’s happening in the world — and a gaggle of senior advisers whose main job is to comply with his whims and cover up his inadequacies.

If these are higher-up Taliban members who made these claims, who are these "less disciplined" members getting payments? Does each Taliban member, no matter how lowly or how far out on the "fringe", have their own bank account to which money may be transferred? Or are there bank accounts at the higher Taliban levels, from which payments are distributed internally, and is it these higher-level "fringe" members who are being described as being "less disciplined"? It's hard to see how one allegation squares with the other. It sounds to me more like some Taliban members are making a power grab by weaponizing the allegations.

This is all somebody's fervid imagination. If there were actionable intelligence reports that were actually photocopied from the WH desk, why was the initial story attributed to "sources", and so incredibly lacking in detail and ... what is that word again ... oh yes ... EVIDENCE?
Fuzzy intelligence reports that are nothing more than rumors don't make it to the President's ear. I'm sure there are dozens, if not HUNDREDS of rumors about geopolitics swirling around right now, about anything from "What caused the three explosions at Iran's nuclear processing facility" to "What Merkel eating for breakfast signifies about her resistance to US sanctions against Russia".
