I had not known that Lucy in Heart of Gold (played by Angie Hart) was also repeatedly on Buffy.

If you want to restrict it to TV shows, then I don't think anyone has gone beyond 3 so far.
I guess the 3 were Andy Umberger (Dortmunder Captain), Johnathon Woodward (Tracey), and Carlos (Fed Dobson).
So you would be correct with Nathan at 5, as far as I can tell.
