I don't know who sent the "message", but this event is a great testament to a military fallacy of the American bases around the world, because not only they will continue to lose the "power projection" value but will continue to increase their value as fat and mostly indefensible targets against modern battlefield delivery systems. Nobody in their own mind would believe that US air defense systems such as Patriot PAC3 can handle a serious salvo of even relatively unsophisticated subsonic means of delivery.

Generally Western pseudo-academic fields in "strategic studies", "conflict resolution" or "foreign relations" produce unemployable office plankton with minimal skills even for 7/11 janitor, but when you are also getting paid by Ukies, what kind of "reporting" one provides becomes abundantly clear. In general, SMO exposed all, without exception, US MSM and popular "alternative" media as uneducated hacks and unprofessional losers, including a large portion of the US "military experts" with hefty C.V.s in "fighting" in Iraq and Afghanistan, but with minimal expertise in modern wars and combined arms operations of scale.

Apparently, American sanctions on Russian banks are getting in the way of trade payments, with China more scared than India of secondary sanctions I.e. some (or all) banks being kicked out of SWIFT.
Now, personally, if I were the leader of a nation that pretended to sovereignty , it would piss me off that America feels that it can tell me who I can, and can't, bank with. But many nations that are tied in to the dollar- China and Brazil specifically - are intimidated by our bullying. Until they find their spine that will continue.
I believe there are two possible goals, but one is out of reach for this meeting.
The first, which SHOULD be a no-brainer. That is the establishment of a common, non-SWIFT mechanism of international interbank transfers. If those transfers are outside of SWIFT, the USA can't track what's going on, and sanctions enforcement is negated. But given China's economic mismanagement in tying its development to the West, and its commitment to being a permanently exporting economy, I don't expect much foresight, courage, or even common sense from Chinese leadership.
The second goal, which I believe is far out of reach, is Glaziyevs idea of creating a "notional" common currency to allow price settlement outside of bilateral currency swaps. The concept is that everyone's currency would be expressed in value relative to a this common basket of currencies. However, since China is by far the biggest trading partner and would represent the biggest contributor to the basket, India would have serious heartburn about that. That is the stumbling block to a common currency. Unless they find another source of pooled value ... commodities? ... to price specific currencies.
It'll be interesting.
