The only nation that ever used nukes in war was the USA. It's the USA that withdrew from most nuclear agreements, changed it's nuclear strike policy to allow nuclear strikes to a non-nuclear threat, and has been talking up (in policy circles) the view that we can win with tactical nukes without sparking Armageddon. According to its mission statement, the project was focused on “damaging the important components of the adversary's economy in a coastal area and inflicting unacceptable damage to a country's territory by creating areas of wide radioactive contamination that would be unsuitable for military, economic, or other activity for long periods of time”.
In 2018, a leaked draft of the Pentagon's Nuclear Posture Review acknowledged Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo”.

SECOND, dood- I majored in chemistry and minored in physics. I remember the Cuban Missile Crisis.
We lived for decades with Mutual Assured Destruction (MAD). The USA has been seeking first strike capability since then, ducking out of treaties and forward-positioning missiles. Reducing the decision time from 30 minutes to 5-10.
Russia just put us back to Mutual Assured Destruction, and the neocons' asses are chapped.
