Oh I see, prisons staffing shortages is due to a snafu, not Trumps hiring freeze.

Shelley Moore Capito, R-W.Va., asked Attorney General William Barr why the Department of Justice is proposing cutting the budget for the Bureau of Prisons even though the agency is facing staffing shortages.
