Trump insisted the Mueller investigation was the result of some sort of targeted effort by high-ranking officials to bring him down.
TRUMP: "It went very high up, and it started fairly low, but with instructions from the high up. This should never happen to a president again. We can't allow that to take place."
REPORTER: "Do you think it reached the West Wing of the Obama White House?"
TRUMP: "Yes. I don't want to say that, but I think you know the answer."
He doesn't provide evidence for these claims because a) none exists and b) his supporters don't require it.
Trump refuses to give up the idea that Mueller, a lifelong Republican handpicked for the special counsel job by Trump appointee Rod Rosenstein, was somehow leading an Obama-inspired bureaucratic coup against him EVEN AFTER Mueller's final report was as favorable to Trump as he could have wanted, speaks to the depths of Trump's commitment to his conspiracies.
When Trump made a claim that Obama had ordered his phone at Trump Tower tapped during the 2016 campaign, Trump never offered any proof; intelligence and national security officials denied it happened. Didn't matter. To this day, lots and lots of Trump supporters believe Obama did it.

The most that William Barr plans to make available is his own carefully curated version of the Mueller report. And even that will take several weeks. This is the exercise of raw power just because nobody can stop him. It’s very hard not to conclude from this that Mueller’s report has some pretty damaging details in it that will never see the light of day if Trump has his way.
This should be an outrage to everyone, regardless of party, but instead it looks like it will just fly under the radar. Trump says the Mueller report is a complete exoneration, and that’s the story they’re sticking with. Nobody will ever be allowed to know anything different.

Mr. Mueller’s decision to not take a position on whether Mr. Trump’s many norm-shattering interventions in the law enforcement system constituted obstruction of justice means that future occupants of the White House will feel entitled to take similar actions. More than perhaps any other outcome of the Mueller investigation, this may become its most enduring legacy.
